Its not a matter of favouring,its based on who's been more active/known in the game...
So the preliminary rounds might seem fair,since no one is being thrown out but given a chance to fight for the spot.
Elimination was even on my mind before so the tourney could kick-off in one piece.
Cus "16" is the perfect number we need,any number outside that will leave the arrangements in shambles,we'll need to navigate in different corners.(And then some sect will be favoured others not so much,and that aint cool)

So I think the preliminary rounds might be a good idea,as you suggested..
