If you mean free testing in government hospitals, then you need to know the testing kit is bought from somewhere with some money for some people, It doesn't magically appear from nowhere. And guess what? Govt buys it. So if you don't understand economics, if they stop the purchase it stops being free.

Uncle so what exactly is ur point. Hiv rapid test is free in hospitals. Y start another campaign jst to spend(or waste) money. Cos it seems u jst wan to play d antagonist

I think this is one of the reasons this government is termed clueless by some folks. HIV test and treatment have been free for a long time in this country. Why embark on such adventure when according to NOI our economy is in crisis? Can't that money be used for initiating loan scheme for 50 million Nigerians? It appears sometimes they act before they think.
