A state govnr is in charge of his state, a minister is in charge of his office that deals with every state of the federation.

A minister of education can say we shall operate a 3-4-5 system of eduction and all the state commissioners who are answerable to the state govnr must comply.

The state will work on regulations while the law will still prevail.

A Govnr seems higher than a minister because he is not answerable to a minster, but indirectly, he is.

Take for example, if the finance minister says all state accounts must be audited every month, no state govnr will refuse to comply. Their finance commissioners must submit an audit of the state to the ministry of finance. The audit must have the ascent of the state govnr so, indirectly, a state govnr answered to a minister.

Think abt it.

So, in recapitulation, a govnr cannot override a minister's order, but a minister can override a state's regulation as long as it doesn't confirm with the laws laid down thru his office.

@OP

The Governor is Chief Executive of a State. He has the mandate of his people and is ONLY answerable to them. He manages their budget and resources. He appoints other officers like Commissioners, DG of Parastatals, SAs, SSAs etc and can fire them at any given time.

The Minister is an officer of the President. He isn't a Chief Executive, he does according to the lead of the President. He does not have the power to arbitrarily hire and fire civil servants working in his Ministry except with approval of the President. He reports to the President and can be fired at any time by the President. He assist the President in the task before him(President) and not on his(Minister) own.

By Law, they are distinct but if you look at their powers, the Governor is more influential and powerful than the Minister. However Minister get level even among themselves. Defence Minister is more powerful than that of Land and Urban Development.

From my own point of view, I think a State Governor is highly placed, compare to Federal Minister who is only answerable to the President.
you are right, but don't you think disobeying the minister is a disobedience to the President who holds more power than the Governor? in that regard, who is more superior?

A governor position is an elective position while the office of the minister is only by appointment, in fact, many atimes the state governor nominates whom to appoint for this position, that's is it.

A governor can declare a public holiday or curfew in his/her state but minister does not have such powers. etc

any state Governor in nigeria today (be it kogi or benue) is better off monetary wise than a Minister. the only exception is the minister of oil and finarce minister, who by virtue of there office are super RICH. that is why you see many Ministers quiting to contest for Governor race.

The Federal minister is superior. He earns more than the Governor in terms of their salary. But the Governor is only all powerful in his own state. He has little control over the CP of police and has almighty power,on all the happenings in his state,not at federal level. So,to cut it short,a federal minister has power at the federal level and the Governor has power in his own state. The federal minister superior constitutional,because he earns more basic salary and allowance than the Governor.

Whatever a minister does, it is assumed it is the president acting, since d president cannot do everything on his own, therefore he is in need helpers.

Just like comparing a commissioner to a LG chairman.

Even at that, there'll only be clash of interest. And if the president needs the support of the gov, the minister will only be thrown under the bus. He'll be sacrificed for a bigger objective.

Then, why did Obanikoro and Woke resign their ministerial appointments to contest for governors in their states? The governos have more access to funds than ministers.
