It can only happen in Satellite Town, Lagos. You can even sleep on top of the wire for days without being electrocuted. Buhari's CHANGE Project is yet to get there in terms of improved power supply.

The line is dead.... And the only time a lines man can do that is after discharging the line of residual current with the aid of an operating rode.
The confidence a lines man exudes on an 11KV, 33KV and 132KV lines is only equatable to his holding the power outage permit, meaning he took the outage himself and no Jupiter can power the line but him.

It's very easy if electricity is flowing on the cable, just become breathless or hold your breath then your can touch a live cable. You will never become electrocuted. Most of you should wonder why things get done on live electric panel.

All I see after thorough analysis is a lines man either trying to replace a 'flashed' pot insulator or trying to transfer lines. Notice that the blue phase insulator has no line on it.

Even if there is current, provided his boot provide good insulation, there will be potential gradient hence the current will not flow through him.

What is transferring a lines do mean to you? You can't just transfer a high tension line like that unless you want to put in another transformer. Your lack of knowledge can make a whole generations go mad.

Holding of breathe doesn't prevent electric shock. Don't try it.
