Forming the drainage of the Niger River doesn't change states like Akwa Ibom and Cross River which are geographically in the East to become part of the historical and geographical Niger Delta - as they're not located at the Delta of the Niger river.

NNDC was established in 2000 by Obasanjo for the advancement of development in the oil producing states.
