President Obasanjo ran this country with lesser crude oil bench-marked sales prices, and achieved economy progresses. Among which, was settling old debts and generations of trade surpluses.
IBB had $9/barrel crude market. Yet left some legacies of benefits. Wise leaders sewn their garments according to their sizes. Doubt Buhari knows what his size is, talkless of sewing a garment.

You can choose to believe or not believe your dog as, facts are sacred and can never be changed by the sentiments you feel. This is just like a person throwing a log of wood in the air and while it falls down like a log of wood which it is, some smart ass comes in and says its falling because of some other silly reason but not gravity.

Nigeria is a monoeconomic nation and we sell only oil. When the price of oil goes down, our economy goes down. It doesnt matter what you want to believe for whatever reason, it doesnt matter the blame game you want to play; the facts are the facts and it's bleedy simple logic.

Talking about exchange rate which is driving most of the present economic stagnation, value of the naira is controlled by demand and supply of forex. Can you compare the demand for forex 10 years ago when only a microscopic few elite demanded it to the demand for forex today where even the lowest member of society holds a MasterCard or VisaCard in his pocket ordering even a handkerchief from abroad?

In summary, times have changed, so your comparison is baseless.

Buhari was handed over:-
- $30billion in our Foreign Reserves, 
- $2.5billion Sovereign Wealth Fund, 
- $1.4billion in the ECA, 
- $4.65b back taxes from NLNG. 
- Buhari met an approved budget of N4.5trillion Budget.
- 3 trilion naira in STA..till date
- unknown amount recovered from looters

Received Below within a year,
- $2.7billion collected by Inland Revenue in his first 8 months.
- $2.1billion world bank loan.
- $850million Grants from UK, USA and Europe.
- Excluding crude oil sales, Joint Venture profits, Royalties, Income from Customs, NIMMSA, NPA, NACHO ......

A year have passed
1] Not a kilometer of road was constructed, 
2] Not a watt of Electricity generated,
3] Not a Ward was added to any Hospital in Nigeria.
4] Not a job space was created, excepted the CBN job he shared with his cronies.
5] Not a grain of Corn or tomatoes seed was Provided to our farmers. [Fertilizer subsidy taken away and handed back to ex-military men],
6] 41 foreign companies mostly in service industry left the country.
7] 4.3 Million jobs lost in 10months - National Bureau of Statistics. 
8] Food scarcity last experienced in Nigeria between 1983 to 1985 returned back to the country.
9] War on Corruption turned to war against his perceived enemies, any conviction by EFCC are cases meticulously started by previous govt(s). Buhari only win cases on pages of Newspapers.
10] Nigeria dropped from No.1 Investment destination in Africa to No.27 before South Sudan.
11] African Biggest economy shrink from a GDP of about 7% to -0.36%, the fastest decline in the world since record begins.
12] No.3 fastest growing economy in the world to No.83 in 365days.
And more to come... Govt with plans to loot from looters,

As time and things changes, much more remains the same. The instances i mentioned were also economy readjustment periods. During IBB, exchange rate had just crumbled from 65kobo/$1.00 and $45/barrell of Shagari and the short period of first Buhari coming to a low $9/barrel for IBB. And subsequent SAP that devalued naira officially to N10/$1, and to N20/$1 shortly. IBB and his economy teams developed new equilibrium to sustain growth. Among which was the development of Abuja.
Same with Obasanjo. He came in at low ebb of oil revenues generations. His legacies is history.
Nigeria and Nigerians at these periods were wholly imports dependent nation just as now. Though there were less individual importers, all were mostly sustained on imported goods. Even those manufactured in Nigeria were of imported inputs. If you doubt, ask those who experienced first Buhari, when he banned imports. Markets were dried of all essential goods. Factories and manufacturing were grinded to a halt.
The fact is economy goes up and down. The knowledgeable progresses during down as they do when up. Because they seek new levels of market equilibrium and deal with things as they are. Not as they wish it should be.
