I was told the rate is also not cool if you use your card to withdraw via ATM.

bro! better you use an exchanger and forget about that payoneer card.I used mine last week and I regreted it.I have been using exchangers and it has been working fine but I needed an emergency cash and I decided to use d payoneer card.They just dey cut my money anyhow as if na them do d work there.I lost almost 3k at a go

I prefer engaging the services of exchangers who have paypal. They give you a bigger bang for your bucks . I've never tried using payoneer

it seems we need to treat the topic of how to use payoneer card. loosing 1 naira of hard earned cash is bad talkless of 3k. please dont use exchangers to withdraw directly from your accounts. i am just tired to type, but please have your own PERSONAL payoneer card, then from the card you can send to exchangers and they pay you the naira equivalent.
