Spikes, thanks for you reply I know it is vague. If you can clone the twitter IOS and Android apps, then you are good for the job. I am a novice but I know what I want. I have found developers outside nigeria who can clone twitter, but I don't trust indians, and the russian and American alternatives are too expensive.

There's a lot of Nigerian developers who are more that good for the job. In Nigeria, here in the UK and even in the US. Put a team together of mobile developers, server and Web developers and you have your service running in a few months with ongoing support if the pay is great

I cannot confirm the budget. We need to access what exactly you want to 'clone' from twitter before we start talking about expenses. Twitter is made up of more than the social networking, mobile apps and on-site advertisement.

While I have been hearing everyone talking about app, advert, iOS,..., remember the User Interface and Experience! They are the first thing to sell you out and as such, give them high priority!

I don't know much about coding, but I try to research into things I intend to do. To develop what is called a Minimum Viable Product (MVP), you must look into several things. Especially for a social network.

1. Design: design alone is a key to if the product flies or not. You have to design unique layout, logos, fonts, a simple and easy to use User Interface, unique emojis, you design an interface for the social website, you design an interface for the apps.

2. Coding. Coding for multiple mobile platforms

3. Encryptions and security. Social media is not good enough when it is open to security flaws. You have to know the history and nature of social media hacks and how to block them.

4. Launching and hosting on multiple servers.

5. Database managements and seamless interaction of the app and data base.

6. The app must be able to make use of phone's memory and hardware. E.g it shld be able to work with the camera when needed. Go through the phone's contact.

7. The app shld be able to "learn" from the user, understand the interests of the user and use it to make appropriate suggestions to the user.

Suddenly u realize the 20million is nothing.

I'll advice node js on the server side. Way better than php. Faster performance to reduce server load.

Twitter is actually quite simple and straight forward, compared to Facebook. I have also implemented most twitter features in other apps.

Apart from that, don't forget this is a new app, so a lot would go into the interface design.

Sure. I believe I am experienced enough to take part in the project. You will need a lead developer first, someone that will take charge of the whole development process, see through the team recruitment.
