According to Federal Road Safety Commission, these steps will help you...

1. Applicant completes online registration (MVA01) form at www.nvisng.org, prints completed form and attach all relevant vehicle documents and proceeds to SBIR/MLA (State Board of Internal Revenue/Motor Licensing Authority) office.

2. Pays for vehicle number plate at SBIR/MLA and is assigned a number plate.

3. Applicant takes his/her vehicle to VIO for physical inspection and is issued a Road worthiness certificate, if VIO is satisfied with the condition of the vehicle.

4. Applicant then goes to Road safety for the verification of documents provided. The verified document are:
* Driver’s License
* Insurance Policy Number
* Means of Identification
* Proof of Address (e.g. Utility Bill)

5 Applicant goes back to SBIR/MLA, where his/her Proof of Ownership Certificate (POC) number will be printed. Then the Proof of Ownership Certificate, his/her Vehicle Number Plate and Vehicle Identification Tag (VIT), is released to him.

if u buy used car next thing for u is to go with the seller to SBIR to change ur information, he will take along with him, vehicle licence, proof of ownership, Insurance,road worthy and custom papers

www.nvisng.org returns my plate number search result as:

Number Plate is valid but yet to be assigned to any vehicle

but www.lsmvaapvs.org was able to pull off my complete data....should I be worried?

which one is go to VIO,FRSC and so on?
this FRSC just want to prove relevance at all cost and before you know it, their only business of checking and inspection of drivers licenses and safety worthiness of your vehicle will now become checking of your vehicle particulars.

Maybe you need to send a complain on their website or if you can visit any of their offices. Normally this ought to be a job of one sector but when you have both federal and state, there will always be discrepancies.
