Actually it's more because he wants war. He is a war god and the only way he can be worshiped is through war. That's why those Vikings in episode 3 or so decided to fight to the death to get him to heed them and he did. That's also why Mr World didn't want war with him. They wanted to wait him out but he forced their hand. He even said it one of his names is Glad-of-War.
And war amongst gods will probably provide him more sustenance than wars amongst men have.
"You have your war Glad-of-War. Be glad. It will be a war you will die in"-- Mr World.

I think Shadow is probably a god too. Either a god incarnate or a demigod. He obviously seems to have powers that can rival a gods. He can conjure snow with his mind. And he took on Mad Sweeney singlehandedly. Wednesday needed to test him and I am sure he tested him with someone with superhuman strength. His best friend in jail was Loki. And Easter seemed to remark that his joining the game seems to have certain people, presumably the new gods, upset. He obviously has enough power to tip the scales

Odin is a war god. I didnt mention anything about God of War. Vikings actually love to die in warfare so they can be raised by Odin and dine with him in Valhalla and also fight on his side when Ragnarok comes. Only those who die in warfare qualify for such glorious ressurection.
