@OP, the HOCS's memo indicates that she verbally sounded out the President on the 11th of October, long after Maina had been reinstated. My question is why didn't she do that (with documentary proof) much earlier? After all, the correspondences from the AGF dated as far back as January. I think, like the AGF, the HOCS is not a very honest person. I hope I'm wrong though.

What evidence have you got that SHE leaked the memo? It could have been anyone in her office,courier or presidency.
If it is stored on a computer it could have been hacked
