Yes Abuja is the capital city with many expatriates , so obviously it must have those things buy let's be honest the rest of Nigeria is not Abuja or the good parts of lagos . The reason Nigerians usually go to other countries to create slummish conditions is because they are not used to living in clean conditions and they can't stand maintaining nice properties I'm not saying all but majority. Lagos the city of " excellence " is ranked among the worst cities because of Nigerian's lack of maintenance culture .

Abuja is not like that because of Expatriates (basically White people) it is like that because it is a planned city. Trust me the people with the most money in Abuja are Nigerians. They attempted to build a city in the way it should be and it is still very much a work in progress.
