Sorry about the refusal. Was any reason stated?
Your spouse in Canada will be able to get it on your behalf, though you'd have to sign an ATIP form

Letter of Administration from court as the next of kin to her late father properties and signatory
Her late farther Retirement Bond certificate from LASPEC
Her landed property receipts

how long should one wait, after I get a study permit.

Applied through online route on Dec 12th 2017, biometric on Dec 15th, medical on Jan 10th, passport request on Jan 12th, passport returned and collected on Jan 17th.
