The current problem in Lagos is a simple one: The country makes billions of Naira from the port in Lagos and does not realize that it needs to put something back into Lagos. It just takes and takes.
That is the problem. There needs to be a serious application of the derivation priinciple to the Port so that money is used to maintain and develop evacuation infrastructure.
Solution
Next develop night security and night economy. Let the trailers move at night out of Lagos. Under escort if necessary they should pay.

They can stop in any of the neighbouring states.and develop a park there
