Tinubu directs Ministry of Education to include NOUN graduates into NYSC, Law School
By Joy Akiga
April 16, 2024

The Visitor's speech, delivered by his representative at the ceremony

The President, Federal Republic of Nigeria and Visitor to the National Open University of Nigeria (NOUN), His Excellency, Bola Ahmed Tinubu, GCFR, has disclosed that he has directed the Federal Ministry of Education (FME), to formulate the necessary modalities for the inclusion of NOUN graduates within the National Youth Service Corps (NYSC) framework, particularly those within the service age bracket as allowed by the law.

“With the changing demographics of our great nation the government has recognised the importance of allowing NOUN graduates to participate in the NYSC scheme,” he said.

The President gave the directive in his speech at the 13th Convocation Ceremony of the university on Saturday, April 13, 2024 at the university’s convocation arena, university headquarters, Jabi, Abuja.

Represented by the Deputy Executive Secretary, National Universities Commission (NUC), Dr. Biodun Saliu,, president Tinubu also disclosed the positive resolution of the longstanding issue regarding the attendance of NOUN law graduates at the Law School.

“The doors of the Law School are now open to the graduates, ensuring equal opportunities for all. Any remaining concerns or uncertainties should be promptly addressed by the Federal Ministry of Education,” he said.

The President said the gathering signified not only the academic achievement of the graduates but also underscored the pivotal role Open and Distance Education (ODL) plays in the nation’s educational landscape.

The visitor said his administration will continue to promote Open and Distance Learning (ODL) to improve access to higher education in the country, stressing that the deployment of the ODL is a key to achieving the 2030 Sustainable Development Goals (SDGs).

“We will continue to do this in order to improve quality, access and affordability.

“Government is, therefore, committed through the Federal Ministry of Education and the NUC to provide the enabling environment to ensure a good delivery of this mode of education in Nigeria,” Tinubu added.

Deputy Executive Secretary, National Universities Commission (NUC), Dr. Biodun Saliu

While expressing his enthusiasm with the fact that the university, which was initially conceived as a means of providing education for the working class, has evolved through persistence and focus, and has now emerged to be providing education access for the teeming youth population.

The president stated that he was not unaware that a large number of school leavers are unable to secure admissions into conventional universities, as a result there was need for research efforts in technology to be enhanced for NOUN to increase its admission of young school leavers, and enhance improved social safety nets of the people.

According to the president, he was elated that NOUN has become the main pivot driving government’s resolve in the attainment of those learning deliverables through ICT and the timelines in the next six months, NOUN will begin to provide access to government functionaries to be admitted into the various ICT programmes most especially the postgraduate programmes in ACETEL.

He encouraged NOUN to admit qualified government functionaries into postgraduate programmes offered by the Centre of Excellence, as government is embarking on a transformative journey with the deployment of Artificial Intelligence (AI), in all Ministries, Departments, and Agencies, to enhance decision-making processes and efficiency in government operations.

Tinubu also tasked the World Bank-sponsored Centre of Excellence on Technology Enhanced Learning (ACETEL), hosted by NOUN, to engage in research outcome that will be enhance the use of ICT tools for improved learning in Nigeria.

Getting Ready for Your Exam:

Before your exam, you'll need to go through a process called "Exam Clearance." This is a verification step to make sure you're eligible to take the exam. It's not just a slip of paper.

👉 Here's what you should do:

1. Visit your study centre.

2. Bring these documents with you:
✅ Your passport

✅ A receipt for your payment (called "Remita payment slip"wink

✅ E-wallet Slip

✅ Your Exam printout

✅ A paper called Exam Clearance Slip (you can get it from your study centre

✅ Exam Oath form (to be obtained at the study centre)

✅ ID CARD

Keep in mind, the specific requirements might be a little different at your study centre. Just make sure you complete the Exam Clearance process before the exam day.

Important Notice Regarding Practical Courses and Attendance

Dear NOUN Students,

We want to provide clarity regarding practical courses that do not include Tutor-Marked Assignments (TMAs). This specifically applies to courses such as BIO191, BIO192, CIT104, PHY191, PHY192, CIT191, and others.

Mandatory Practical Attendance: NOUN has implemented a mandatory attendance policy for students enrolled in practical courses. It is imperative that all students participating in these practical courses attend and actively engage in the practical exercises.

Consequences of Non-Attendance: Failure to attend the practical sessions will result in a significant loss of 30 marks from your overall assessment. This is a substantial deduction that can greatly affect your final grades.

Impact on Exam Results: Please be aware that if you do not attend the practicals and incur a loss of 30 marks, your exam score may become inconsequential. Your exam result will be marked as “NO TMA (NT).”

Practicals Commencement: The Faculty of Sciences for the 2023_2 session will conduct hands-on practical sessions. These practicals are scheduled to take place from September 25, 2023, to October 21, 2023.

Designated Study Centers: Practicals will be held at designated study centers across different regions of Nigeria, including:

🔅North East: Bauchi and Yola
🔅North West: Kano and Sokoto
🔅North Central: Abuja and Makurdi
🔅South East: Owerri and Enugu
🔅South-South: Benin and Uyo
🔅South West: Abeokuta, Lagos, and Osogbo

Compulsory Participation: We strongly emphasize that participation in these practical exercises is compulsory. The scores you earn during these sessions will contribute to your overall assessment as a student.

We urge all students registered for practical courses this semester to make necessary arrangements and attend the practicals at the designated centers nearest to them.

Your commitment to attending and actively participating in these practical sessions will play a pivotal role in your academic progress.

Thank you for your attention to this important matter.

Best Regards

NOUN UPDATE
Education / Re: National Open University Of Nigeria (NOUN) Students by Samisha500: 9:02am On Jul 25, 2023
NOUN LAW GRADUATES SET FOR BAR Part 11 TRAINING AS CLE PREPARES FOR ADMISSION INTO 2023/2024 SESSION

Law graduates of the National Open University of Nigeria (NOUN) as set to be admitted for Bar Part 11 training by the Council of Legal Education (CLE).

This followed years of rejection of law graduates from the university by CLE, which stated that NOUN was not accredited to offer Bacherlor Degree in Law, which was a prerequisite to admitting their graduates for the Bar Final training and examinations.

However, following interventions by senior lawyers and members of the bench spanning several years and discussions at several fora, the NOUN law graduates were n 2020 given the opportunity to embark on a special remedial programme to test if actually they are who they claim to be.

And after a successful completion of the programme in 2021, the CLE, Body of Benchers, Nigeria Bar Association and other relevant stakeholders decided to give the NOUN graduates who successfully passed the SRP programme of the Nigeria Law School (2020/2021 session) opportunity for admission for Bar Part 11 programme.

The average age of the NOUN Law graduates is about 55 years, indicating that all of them have come of age and maturity.

Investigations have revealed that several of them are Permanent Secretaries, Commissioners of Police or top-ranking military personnel, Directors, former members of the legislature, captains of industry, University professors, medical directors and senior journalists, among others.

With a recent publication of the CLE calling for applications for admission into the Bar Part II Programme for the 2023/2024 Academic Session, it was gathered that the NOUN law graduates who possess requisite pre-Bar Part 11 training at the NLS have been cleared to apply for admission, thus, putting paid to over 15 years of frustration faced by some of them after obtaining the LLB and even LLM.

They will join law graduates from other Nigerian universities and those from Commonwealth countries who have successfully completed the mandatory Bar Part 1 for the vocational training.

A memo to that effect stated that the Bar Part 11 Programme “would be conducted simultaneously at the Nigerian Law School’s Headquarters in Bwari, FCT, and the various campuses across Nigeria, including Lagos, Enugu, Kano, Yenagoa, Yola, and Port Harcourt, starting from November 27, 2023.

“The programme is open to law graduates from Nigerian universities and foreign-trained law graduates who had successfully completed and passed the Bar Part I Course at the Nigerian Law School.

“Intending applicants have been requested to go to the Nigerian Law School website, www.nigerianlawschool.edu.ng, for instructions on procedure for application.

“All applicants are required to adhere to the guidelines provided to ensure a smooth application process.

“The application window will open on Monday, July 24, 2023. Prospective candidates are urged to submit their downloaded application forms, along with references, to the Nigerian Law School via their respective Faculties of Law on or before Friday, August 25, 2023.

“Applications received after this date will not be considered.

“For further inquiries, please contact: Nigerian Law School Headquarters, Bwari, FCT P.M.B. 170, Garki, Abuja Website: www.nigerianlawschool.edu.ng Email: info@nigerianlawschool.edu.ng Phone: +234 (0) 123456789,” the notice states.
