FAAC Shares N812bn to Tiers of Govt in December 2018 A total of N812.762 billion has been distributed as Federal Allocation for the month of November 2018 between the Federal, States and Local Government Councils. The communiqué issued by the Technical Sub -Committee of the Federation Accounts Allocation Committee (FAAC) at the end of its December meeting, indicated that the Gross statutory revenue received was N649.629 billion. This sum is lower than the N682.161 billion received in the previous month by N32.533 billion. Breakdown of the total distributable revenue of N812.762 billion, comprised the Statutory Revenue of N649.629billion, Gross Value Added Tax of N92.079billion, Forex Equalisation of N70.000 billion and An Exchange Gain of N1.055 billion. Therefore, from the Gross statutory revenue, Federal Government received N280.913 billion representing 52.68%; States received N142.483 billion representing 26.72%; Local Government Councils received N109.848 billion representing 20.60%; while the Oil Producing States received N47.882 billion also representing 13% derivation revenue. Furthermore, the breakdown of distribution to the 3 tiers from Value Added Tax (VAT), include: Federal Government received N13.259 billion representing 15%; States received N44.198 billion representing 50% while the Local Government Councils received N30.938 billion, also representing 35%. Meanwhile, the Communique added that the revenue from the Company Income Tax(CIT) increased significantly while revenues from Value Added Tax (VAT), Import Duty, Petroleum Profit Tax (PPT) and Foreign Oil and Gas, Domestic Oil and Gas Royalties all decreased. The balance on Excess Crude Account as at 19th December , 2018 is $631 million.

What!! 2014 till date.... This must be the joke of d century. Rubbish. It is a very big shame that the govt does not have accurate data of those they are owing. Shame!!!

What it takes for bank to approve of a loan to their costumer.
If the governor want it to happen, it's very very possible.
From level 1 - 13 wage bill should be around 2.5 to 3 billion naira, since entire wage bill is around 5 billion plus, level 14 to 16 are few but has more wage bill.
The monthly minus from our salary if the loan is giving should be around 30% of 3 billion times 24 months which should be around 22 billion naira.

Even if Rivers state want to use their December IGR and little from their December FAAC share to give out as loan and equally pay December salary the same time, they will still have left over.

Banks will rush the offer if Rivers state government approaches them..

This Governor has refused to pay workers salaries, knowing fully well that many people will travel to village for the Christmas/new year holidays.
Does it mean that he cannot pay salaries without federal allocation? Is the state IGR his personal funds or he is saving it for is re election?
Those who are close to him should advice him to pay workers salaries oo.
He is not even happy paying workers salaries. States like Cross Rivers, Enugu, Benue, Delta Abia have all paid and he is waiting to hear what people will say. Later they will say I am APC.

I don't know about the Abia state Government consistencies in the payment of monthly salaries, but all I know is Abia state have paid December salaries. You can confirm.

To workers its interest free, but to government/bank it's not interest free because Rivers state has stated that they will be servicing the loan monthly with about 100 million monthly.

The organised labour on Thursday said that the Federal Government has before or on Dec. 31 to send the tripartite committee report on N30,000 minimum wage to the National Assembly.

The three labour centres, the Nigeria Labour Congress (NLC), Trade Union Congress (TUC) and the United Labour Congress (ULC) took the decision after a joint meeting in Lagos.

The organiseed labour gave the ultimatum following President Muhammadu Buhari’s statement that a “high powered technical committee” would be set up to device ways to ensure that its implementation did not lead to an increase in the level of borrowing.


Buhari spoke at the presentation of 2019 Appropriation Bill to the National Assembly in Abuja on Wednesday.

The NLC President, Mr Ayuba Wabba, who address newsmen after the meeting, said that setting up a technical committee could not be a condition for passing the minimum wage report to the National Assembly.

Accoridng to Wabba, the organised labour cannot guarantee industrial peace and harmony in the country if the wage report was not passed for implementation on or before Dec. 31.

“We reject in its entirety the plan to set up another `high powered technical committee’ on the minimum wage. It is diversionary and a delay tactics.

“The national minimum wage committee was both technical and all-encompassing in its compositions and plan to set up a technical committee is alien to the tripartite process.

“It is also alien to the International Labour Organisations’ conventions on national minimum wage setting mechanism,’’ he said.

The labour leader said that issues on payment of minimum wage was a law that was universal, citing that other African countries like, Kenya, Ghana and South Africa had increased their minimum wage this year.

“If you increase minimum wage, you are increasing the purchasing power of the economy which will help to reduce inflation rather than increase it,’’ Wabba said.

He urged workers to be vigilant and prepare to campaign and vote against candidates and politicians who are not willing to implement the new minimum wage.

Mr Joe Ajaero, President of ULC, also called on the government to send the report to lawmakers so that the implementation of the new minimum wage report would begin without delay.

Ajaero said that all affiliate members of the organised labour had been informed to be alert ahead of the Dec. 31 notice if the government failed to submit the report.

The News Agency of Nigeria (NAN) reports that organised labour had planned to go on a nationwide strike on Nov. 6, following the Federal Government’s delay to accept the N30,000 minimum wage agreement.

I don't know about the Abia state Government consistencies in the payment of monthly salaries, but all I know is Abia state have paid December salaries. You can confirm.
well be that as it may, receiving salary in December does not necessarily mean receiving December salary. Remember, September salary could be paid in the month of December. Without further arguments, Abia state has not paid December salary. The governor is busy appeasing his god-father."T.A Orji

The Governor in Abia State only pays core civil servants and LG workers. He gives no damn about parastatals and agencies in the state. He owes Parastatals under Hospital Management Board 9 months and still counting. Abia Poly 7 months currently, ABSUTH 10 months and still counting, secondary school teachers 5 months currently and others. Note. What i gave u is authentic info about the condition of Abia State workers. I have three blood relations working in that God forsaking state.

But my God Wike has always tried in paying us and last December we received our salaries b4 Xmas I don't know y some people here are hating or cursing ...let's wait and c if he does not pay b4 Xmas then we can start d insult ....this administration has been prompt with payment except when there was a little hitch or during d biometrics......and if u need proof check ur archives on nairaland from 2013 to present based on our salaries..... Finally I bliv our pay might come in today

I heard they've already contacted the first batch whose names were shortlisted. Gave them another form to fill.
sure, ministries like agriculture, finance and culture and tourism were all in the first batch, have been issued a new form which warrant signing affidavit at the court at the expense of 1500 after which they've since submitted these forms and are now currently awaiting their loans

Labour Threatens to resume nationwide strike January 2
LAGOS— ORGANISED Labour, yesterday, issued a December 31 deadline to the Federal Government to send a draft bill on the new national minimum wage to the National Assembly for passage into law to avoid a nationwide strike in the new year.

At a national leadership meeting of leaders of Nigeria Labour Congress, NLC, Trade Union Congress of Nigeria, TUC, and United Labour Congress of Nigeria, ULC, held in Lagos, the Organised Labour also rejected the Federal Government’s plan to set up another high-powered Technical Committee on the new minimum wage, describing it as “diversionary and delay tactics.”

In a communiqué signed Ayuba Wabba, Bobboi Kaigama and Joe Ajaero, President of NLC, TUC and ULC, respectively, they threatened a nationwide strike from January 2, 2019, should the Federal Government fail to send the a draft bill on the new national minimum wage to NASS before December 31, 2018.

Reading the communiqué on behalf of the three Labour Centres, Wabba said: “almost two months of the submission of the report of the National Minimum Wage Tripartite Committee’s report which included a draft bill, no bill has been submitted to the National Assembly for passage into law.

The Federal Government is planning to set up a high-powered Technical Committee which is alien to the tripartite process and International Labour Organization, ILO, conventions on National Minimum Wage setting mechanism.

The National Minimum Wage Committee was both Technical and all-encompassing in its compositions. The National Minimum Wage is not only for public sector workers, but for all workers both private and public.”

The communiqué reads: “Consequently, the meeting resolves as follows that the Federal Government is expected to transmit the New National Minimum Wage Bill to the National Assembly on or before December 31, 2018.“

We reject in its entirety the plan by the federal government to set up another high-powered technical Committee on the new national minimum wage. It is diversionary and a delay tactics.

“Nigerian workers are urged to be vigilant and prepared to campaign and vote against candidates and Political Parties who are not supportive of the implementation of the New National Minimum Wage. Finally Organised Labour will not guarantee industrial Peace and harmony if after the 31st of December 2018, the Draft Bill is not transmitted to the National Assembly.”

“This serves as a statutory notice for Organised Labour to recall our suspended Nation-wide Industrial action"
