FOR many years, very few people knew the reason for the liquidation of Nigeria Airways. Many were oblivious of intrigues that led to the death of the airline. Many had read the story on the internet and in documented articles.

Last week presented the opportunity for many to know the exact reasons the carrier met its untimely death. The occasion was at a book launch of Oba Olufemi Ogunleye. His book highlights the ills of the aviation industry and efforts made to rescue it. The forum was an occasion to extol the leadership quality of the Director General of the Nigeria Civil Aviation Authority (NCAA), Dr. Harold Olusegun Demuren; how he was able, together with all NCAA personnel to give Nigeria a virile aviation industry that had engendered safety.

Former President Olusegun Obasanjo whose administration liquidated the airline was in attendance. Also was a former Managing Director of the carrier, Gen. Olu Bajowa (rtd). It was fireworks the as the duo differed on the action that led to the eventual demise of the airline.

Obasanjo held the capacity hall spellbound. He defended his action. He argued that he left 32 aircraft in the fleet of the airline when he left public office in 1979; noting that when he came back as civilian President he was shocked to see only one serviceable aircraft.

He branded many of the chief executives of the airlines as corrupt, explaining that some of them exploited and stole massively from the airline.

According to him, “You will be an irresponsible leader if you have a situation like that and you don’t do anything about it and I did something about it. What I owed Nigeria was for them to be able to move from point A to B.

But Bajowa faulted Obasanjo for his action, stressing that he could not understand the wisdom or decipher the rationale behind the liquidation and eventual sale of Nigeria Airways, adding that as a former chief executive, the airline had enough assets in Nigeria, across the West African sub region, Central and East Africa, the United State and Europe, particularly the United Kingdom to offset whatever volume of liabilities it purportedly incurred.

He posited that the huge resources generated in hard currency from Bilateral Air Services Agreement (BASA) could have been used as subvention from the Ministry of Aviation to help bail out the Nigeria Airways from its indebtedness, or at worst could have entered into business and operational partnership with a mega airline like the British Airways or any other credible world class airline.

To many who listened to Obasanjo, the former President they opined was only trying to play to the gallery to justify one of the worst decisions ever taken by any leader. While it is very true that the airline was oozing with corruption, there would have been better ways to resuscitate the airline.
If Obasanjo claimed that the officials were corrupt, what did he do to prosecute them and to make them pay for their crime? Why was the Justice Obiorah Nwazota panel report not implemented? Why was the white paper on the report not released?

The Nwazota panel heavily indicted top government officials, some of whom were alleged to be financiers of the ruling party in 1999 and 2003. The release of the white paper would have caused confusion in the camp of the party at that time. No wonder a very powerful former Minister of Information once told reporters that those indicted were, ‘role models”. He disclosed that it would be suicidal for government to publish their names or prosecute them.

Obasanjo had all the machinery of the state to bring the corrupt officials to book. Why did he suddenly develop cold feet in a matter that was proven beyond all reasonable doubt that these officials indeed engaged in one of the biggest corruption exercises that saw to the sorry state of the airline? Where were EFCC and ICPC? They obviously looked the other way.

To many right thinking person, the problem of Nigeria Airways was not beyond redemption. Kenya Airways went through the same problem as Airway. What did the Kenyan government do? The government, poised to revive the airline agreed to take over responsibility for the airlines external debt arrears and in October converted $33 million in debt owed it into equity. As a result, long term debt was reduced from $177 million to $49 million and net worth increased to $33million.The privatization of Kenya Airways was the first-ever privatization of an African airline.

The ownership of the East African airline is as follows: Airline partner 20 per cent; Kenya institutions 20 per cent; Kenya Airways staff 10 per cent; Kenya Government 20 per cent and Kenya public 30 per cent. This is a very perfect arrangement for a serious government and people of Kenya.
I have listened to many who said that Nigeria should not be bothered with a national carrier. They based their arguments on the fact that the country has flag carriers that can fit in well to offer same services that a national airline would offer.

I look around my shoulders and I am yet to see any one airline that has that potential to really offer that service. Many of them are just masquerading and pretending to be airlines; the reason Nigeria will always be shortchanged in the global aviation politics.

I advocate for a privatized national airline devoid of total control of government, but one owned by the public. This way, it becomes very difficult for corruption to thrive.

The benefits from privatization depend significantly on how it is carried out. To effectively implement a privatization, policy makers must analyze the macro-economic context; consider appropriate policy sequencing; examine the potential for and attractiveness of different types of investors; estimate the value of the company; establish an effective administrative process.

While there is no universal formula for successful privatization, well-thought out policy is important for ensuring that privatization produces widespread public benefits.

[b]Corruption pervades the entire levels of the private and public sector under the administration of Former President Olusegun Obasanjo, so said a US Diplomatic cables revealed by wikileaks. The report said that "the arrests in London of the Bayelsa and Plateau State governors have barely scratched the surface of the endemic corruption at the federal, state, and local level. The diplomatic cables noted that in a widely-circulated August 22 letter to President Obasanjo, Abia State Governor Orji Uzor Kalu accused Obasanjo of corruption, listing a number of dubious deals, including:

--Cancellation of the contract for the construction of the national stadium in Abuja, only to re-award the contract to a different vendor at a higher price.

--Use of public funds for capital improvements at two private schools secretly owned by Obasanjo.


Obasanjo's response was to agree to be "investigated by the EFCC, which reports to the President. When the EFCC invited Kalu to provide evidence to support his accusations, Kalu refused, pointing out that the EFCC was not an independent investigative body and had no authority to prosecute the President, and the investigation died out.

The President's chicken farm in Otta is one of the largest in Nigeria. A Presidential spokesman said in November 2004, in order to explain Obasanjo's personal wealth, that the farm generated about $250,000 per month in income, though it was nearly bankrupt in the late 1990s (ref A). Regardless of whether the current income figure is accurate, at least some Nigerians think it is unlikely that Obasanjo's military pension and benefits were the sole source of investment for establishing this huge enterprise, valued by a construction engineer involved in the construction at more than $250 million.

It is also widely believed that the President's inner circle also reaps hefty rewards with impunity. Some frequently cited examples are:

--Edmund Daukoro, recently named Minister of State for Petroleum Resources, was charged in 1994 for embezzling some $47 million as a managing director of the Nigerian National Petroleum Corporation (NNPC). The charges were abandoned, and Daukoro's political career soared when Obasanjo took office in 1999.



--Senator Florence Ita Giwa, indicted for misappropriation of funds by the Idris Kuta Panel in 2000, was pardoned along with other indicted senators, and she was named a special advisor to Obasanjo when she left office.




--The head of the National Airport Management Authority (NAMA), Rochas Okorocha, was caught and dismissed for embezzling about $1 million through an inflated contract; Obasanjo then appointed him as a senior aide, without requiring Okorocha to repay the stolen funds. Okorocha was eventually fired on July 13 in a cabinet reshuffle, but went on to start a political party for his renewed presidential ambitions.

--The recent auction of oil blocks included some firms bidding, sometimes with no prior ties to the oil industry, that were linked to Obasanjo associates, including Daukoro, Rivers State governor Peter Odili, Ogun State governor Gbenga Daniel, presidential advisor Andy Uba, presidential chief of staff Abdullahi Mohammed, Minister of the Federal Capital Territory Nasir al-Rufai and PDP Board of Trustees Chairman Tony Anenih.

--Minister of Finance Ngozie Okonjo-Iweala is said to have steered contracts to her brother (JonJon) with the help of el-Rufai. The contracts, said to amount to about $50 million, have been paid for consulting work for the Ministry.

--Al-Rufai is at the center of the corruption allegations. Well-known to PolCouns eight year ago, when he was homeless and seeking a loan to import a taxi from the UK, al-Rufai is said to have recently purchased seven upscale properties in a posh Abuja neighborhood. His demolitions of commercial and residential buildings in the capital have reportedly provided an opportunity for himself and several of his friends. After demolishing residential properties in Kubwa, the land was reallocated to several of his friends and to an investment company he allegedly owns. The community of Chika, where about two square miles of development was demolished in December, has allegedly been allocated to the same group of people.

--Chief Olabode George, current PDP National Chairman (Southwest) is a close friend of President Obasanjo and a leading proponent of the Third Term Agenda. He is one of the people accused of financial recklessness in the affairs of the National Port Authority, where he was chairman when the financial scandals were allegedly committed. He was retired from the Navy in the 1990s by the Babangida Administration after serving as military governor of Ondo State from 1987 to 1990 in addition to other military postings.

--Chris Uba, recently appointed to the PDP Board of Trustees, admitted rigging during the 2003 elections and attempted to kidnap the governor of Anambra state to try to collect payments for his efforts. Linked closely to several vigilante groups in the state, he is widely believed to be responsible for the burning of many state government buildings in Awka, crimes that have yet to be solved.

Matthew Hassan Kukah, perhaps, spoke the minds of millions of Nigerians when he said recently that former President Olusegun Obasanjo deserved to be formally tried for his alleged role in the squandering about $16 billion voted for resuscitating the near-dead power sector during his administration between 1999 and 2007. Kukah, a close family friend of the Obasanjos, was the Secretary to the National Political Reforms Conference (NPRC) initiated by the Obasanjo government in 2005.

This call, which is a challenge to the Goodluck Jonathan administration, could not have come at a more appropriate time, especially considering the President's recent assurance that his administration would go after those who looted the national treasury, no matter how highly placed they may be. But many Nigerians doubt if Dr. Jonathan will summon the will to bring his political benefactor to book.

Dr. Kukah, who also chided critics and civil society groups for not doing enough to ensure that Obasanjo is arraigned, said: "Obasanjo probably will never be the President of Nigeria again, but we should be concerned if Obasanjo deserves to go to prison. Vilifying him doesn't give us (electric) power; it also doesn't get us the criminals that have taken our money, wherever they are. I would have loved to have Obasanjo brought to trial, because then we would know the truth." Besides the scandal ravaging the power sector, which the former President directly supervised, the double standards of the Presidency, under him, in the many established cases of corrupt self-enrichment by key government functionaries during his tenure were mind-boggling.

After the Economic and Financial Crimes Commission (EFCC) unearthed a N56 billion fraud by the former Board of Directors of the Nigerian Ports Authority (NPA), for example, Obasanjo failed to institute any process towards recovering the stolen amount and/or prosecuting the culprits, who were said to be his close political allies. Rather, some of those who served on that board were appointed to other boards subsequently. Before that scandal came to light, back in July 2002, Nigerians had been shocked when the then Attorney General and Minister of Justice, Mr. Godwin Kanu Agabi, filed a nolle prosequi (discontinuance of prosecution) on the day an Abuja High Court was scheduled to deliver judgment in a case of alleged embezzlement of N420 million by Dr. Julius Makanjuola, Obasanjo's relation and a Director at the Ministry of Defence.

And in 2006, Nigerians were similarly shell-shocked over the revelation of massive pillaging at the Petroleum Technology Development Fund (PTDF) allegedly involving Obasanjo and his Deputy, Alhaji Atiku Abubakar. This was to be followed by allegations of Obasanjo's involvements in the Transnational Corporation of Nigeria (Transcorp), which bought over Abuja's NICON Hilton Hotel, the Nigerian Telecommunications Limited (NITEL), and also acquired some oil blocks.

Fr. Kukah's recent call is timely. Nigerians continue till today to endure perennial darkness, with no real clue to the cause of the apparent intractability of the power sector's woes. It is disheartening, in this regard, that like the late President Umaru Yar'Adua, Dr. Jonathan has surrounded himself with some of the key figures that helped ex-President Obasanjo fail so dismally in service delivery. While we commend Jonathan over his appointment of Professor Bath Nnaji as Special Adviser on Power, it must be noted that Mr. Joseph Makoju, a seasoned professional, had held that same position under the Yar'Adua administration and also under the Obasanjo government. In addition, he was PHCN Managing Director for the better part of the latter administration. He ought to be facing intense interrogation over what happened to the alleged misappropriated $16 billion.

And, with discredited functionaries and contractors of the Obasanjo era still hovering around The Presidency and the PHCN, poised to snatch whatever fresh allocations go to the power sector, where is the guarantee that Nigeria will ever have improved electricity supply in the foreseeable future? While we urge the Federal Government to seek out individuals and organizations, locally and abroad, with proven track records in performance and integrity to revive the ailing sector, the issue of the mismanaged billions should not be treated as a 'family affair' of the ruling party. Nigeria's public funds must be accounted for.


Since the National Assembly Probe Committee on the Power scam was itself to be later dragged into the corruption quagmire, we call for a thorough investigation, by the EFCC, into the whereabouts of the vanished power allocations.

The former President, on his part, should cooperate fully with the investigators, in order to clear his name of the strong suspicions surrounding his administration's wasteful disbursement of the $16 billion power sector allocations. There should be no sacred cows, as he used to say while in office. Any preferential treatment of individuals will create the impression that the Nigerian government's commitment to the anti-corruption crusade, economic reform and transparent governance is cosmetic and insincere.

While sleaze in high places thrives, the ordinary citizens' quality of life has remained dismal, infrastructural facilities are decrepit, mass unemployment ravages the land, and poverty sentences the vast majority to a life of unrelieved misery.

I asked you to list power plants that has been completed by Jonathan's administration and you wrote a press release.

in case you failed WAEC, i am a very precise person, if i ask questions, give answers, to give you a head's up, here are a list of Nigeria's thermal and hydro plants that benefited from the NIPP either through upgrade or construction from scratch and tell me whose brain child it is.

that reminds me, Elumelu investigated the NIPP and told gullible Nigerians like you that the money was embezzled without anything on ground abi?? later the contractors accused him of collecting bribe from them, he was later indicted and disgraced. such are the press release Gen buhari is showing me.

please don't give me si!!y press release of these projects, i have the addresses of the ones i have visited during a tour of NIPP projects.

i will paste it later so you can go touch it your self. now, answer my questions.

obasanjo as a corrupt person may have inflated the said contracts and did some shaddy deals no doubt but OBJ is the reason Nigeria is close to having steady electricity.

Forget about what happened in the 70's can we concentrate about Obj's recored between 1999-2007, most projects in the 70's you mentioned where commenced by Yukabu Gowon or Muritala Mohammed.

Please ohh! do not get me mistaken for a GEJ supporter because I am not.
His govt is very corrupt.

I am just pointing out the hypocrisy of Obasanjo who demolished Nigeria in his 8 years between 1999-2007 whilst enjoying nations goodwill and years of unprecented high revenue from record high oil prices.

I cannot bring myself to criticise GEJ to strongly because Nigeria had already be wrecked by Obasanjo before he took over and deep down I do not really believe he is in charge and may probably just be a figure head whilst Obasanjo or IBB are running the country from behind the scenes.

you have been put to shame because you chose to lie through your anus. you said that obasanjo did not commission a single power plant that the NIPP was a fraud. that claim you supported with a press release from one rev. father.

if you cannot prove otherwise where the power plants i mentioned above came from, then shut your trap. Tell me obj is corrupt i will agree, but he is the reason Jonathan and Nigerians are hoping for steady electricity.

NIPP is the reason electricity improved in recent time, if you watch their commissioning dates, it fell between this year and next year, jonathan has not done anything serious on power rather its the Obj's projects that are being completed.

Jonathan could have given Nnaji the chance to restructure and privatize PHCN, that is if corruption will let him.

I would have loved to have Obasanjo brought to trial, because then we would know the truth." Besides the scandal ravaging the power sector, which the former President directly supervised, the double standards of the Presidency, under him, in the many established cases of corrupt self-enrichment by key government functionaries during his tenure were mind-boggling.

After the Economic and Financial Crimes Commission (EFCC) unearthed a N56 billion fraud by the former Board of Directors of the Nigerian Ports Authority (NPA), for example, Obasanjo failed to institute any process towards recovering the stolen amount and/or prosecuting the culprits, who were said to be his close political allies. Rather, some of those who served on that board were appointed to other boards subsequently. Before that scandal came to light, back in July 2002, Nigerians had been shocked when the then Attorney General and Minister of Justice, Mr. Godwin Kanu Agabi, filed a nolle prosequi (discontinuance of prosecution) on the day an Abuja High Court was scheduled to deliver judgment in a case of alleged embezzlement of N420 million by Dr. Julius Makanjuola, Obasanjo's relation and a Director at the Ministry of Defence.

And in 2006, Nigerians were similarly shell-shocked over the revelation of massive pillaging at the Petroleum Technology Development Fund (PTDF) allegedly involving Obasanjo and his Deputy, Alhaji Atiku Abubakar. This was to be followed by allegations of Obasanjo's involvements in the Transnational Corporation of Nigeria (Transcorp), which bought over Abuja's NICON Hilton Hotel, the Nigerian Telecommunications Limited (NITEL), and also acquired some oil blocks.

Fr. Kukah's recent call is timely. Nigerians continue till today to endure perennial darkness, with no real clue to the cause of the apparent intractability of the power sector's woes. It is disheartening, in this regard, that like the late President Umaru Yar'Adua, Dr. Jonathan has surrounded himself with some of the key figures that helped ex-President Obasanjo fail so dismally in service delivery. While we commend Jonathan over his appointment of Professor Bath Nnaji as Special Adviser on Power, it must be noted that Mr. Joseph Makoju, a seasoned professional, had held that same position under the Yar'Adua administration and also under the Obasanjo government. In addition, he was PHCN Managing Director for the better part of the latter administration. He ought to be facing intense interrogation over what happened to the alleged misappropriated $16 billion.

And, with discredited functionaries and contractors of the Obasanjo era still hovering around The Presidency and the PHCN, poised to snatch whatever fresh allocations go to the power sector, where is the guarantee that Nigeria will ever have improved electricity supply in the foreseeable future? While we urge the Federal Government to seek out individuals and organizations, locally and abroad, with proven track records in performance and integrity to revive the ailing sector, the issue of the mismanaged billions should not be treated as a 'family affair' of the ruling party. Nigeria's public funds must be accounted for.


Since the National Assembly Probe Committee on the Power scam was itself to be later dragged into the corruption quagmire, we call for a thorough investigation, by the EFCC, into the whereabouts of the vanished power allocations.

The former President, on his part, should cooperate fully with the investigators, in order to clear his name of the strong suspicions surrounding his administration's wasteful disbursement of the $16 billion power sector allocations. There should be no sacred cows, as he used to say while in office. Any preferential treatment of individuals will create the impression that the Nigerian government's commitment to the anti-corruption crusade, economic reform and transparent governance is cosmetic and insincere.

While sleaze in high places thrives, the ordinary citizens' quality of life has remained dismal, infrastructural facilities are decrepit, mass unemployment ravages the land, and poverty sentences the vast majority to a life of unrelieved misery.

Nigerian authorities have uncovered a huge deficit in the state pension fund, confirming what many unpaid former state workers have feared for years.

Retired civil servants have long complained of non-payment of their pensions, with many forced to queue for days to claim what they are owed,

According to Nigerian government calculations, the shortfall in the state pension fund amounts to at least 2 trillion naira (£9.3bn; $14.8bn).

The revelation is likely to stir suspicions that some of the money may have been misappropriated.

Corruption was a major issue in Nigeria's recent election, which saw won by President Olusegun Obasanjo and his People's Democratic Party (PDP).

'Unfortunate activity'

Experts have not ruled out that some of the money may have been stolen, but there has also been criticism of the pay-as-you-go scheme the state uses to raise pension funds.

"We think there has been some unfortunate activity," Ahmed Mohammed of the Nigerian Social Insurance Trust Fund told the BBC's Network Africa.


"This pay-as-you-go scheme has been abandoned in many countries. Payments have not been made on time."

Pensioners regularly travel to Abuja, often camping outside government offices, in the hope of getting some of their money.

Many reacted to the news with dismay.

"I don't have a roof on my head, There is no sign that the government will be able to pay our pensions," said one pensioner.

"The government is fighting against corruption. If the government can't pay this money, then they cannot stop all these things," said another.

Revisiting The Power Sector Probe: How Obasanjo Paid $ 16 Billion For Darkness![/size]

Despite the billions that have been pumped into Nigeria’s power sector and the many promises on power generation from the Minister of Power, not many parts of Nigeria, if any can boast of constant and uninterrupted supply of electricity. Just like it did over the fuel subsidy regime, the House of Representatives set up a committee to look into the power sector and come up with recommendations that would bring about positive changes in the sector.

By the time the Ndudi Elumelu-led committee concluded its investigations and submitted its report, many had expected that the anti-graft agencies would move in and people would be called to account for how the $ 16 billion dollars spent on the sector failed to yield “commensurate result”.

Incidentally, most of the “big fishes” indicted in the report are still walking as free men while the report of the probe has been discarded; thanks to a report review committee set up by the House of Reps.

The only headway that seems to have been made so far is the discovery of about 2,500 containers of imported power equipment worth about $ 5 billion at the Lagos ports. The containers have been abandoned for long and the demurrage generated by the abandoned equipment has been put at over N 4 billion. Investigations revealed that the equipment formed part of what the $ 16 billion was expended on within Obasanjo’s 8 years. Sadly however, most of those who got contracts during that time never looked back after obtaining funds. Some never even visited the sites .

While the Committee that carried out the probe recommended that the former President, Chief Olusegun Obasanjo should be called to account for the recklessness that took place in the power sector during his time, it was noted that Senator Liyel Imoke had a penchant for waiving due process. The committee submitted that as a former Minister of Power, Imoke should be held liable to account for over-costing of projects and subverting the reform process of the government by wilful non-compliance with the spirit and letter of the Electric Power Sector Reform Act 2005. The Committee also recommended that he be thoroughly investigated by the EFCC and ICPC. Sixteen companies were also indicted by the probe panel.

Excerpts from the Committee’s recommendations:

The following persons are recommended for investigation by the appropriate agencies for their roles in subversion of Government Policy on Due Process which gave rise to project over-scoping, project cost inflation, Awarding one contract two times and general lack of performance in the power sector in spite of huge expenditures made.

The barefaced looting of the National treasury through the NIPP and PHCN and other projects greatly diminished national capacity to provide electric power leading to wholesale decline in productive business activities and erosion of competitiveness of Nigeria products in the world market. Furthermore, it negatively affected the psyche of citizens. It was a cruel deprivation at the highest possible level, of the class, which George Moody-Stuart (1994) characterized as “grand corruption”, a phenomenon of developing countries “usually involving senior officials and politicians”

Grand corruption constitutes a crime beyond mere theft dealt with in the Penal Codes/Acts. Its devastating impact derogate from the standard of living and quality of life. It is an economic crime against humanity, depriving citizens of the wherewithal for the good life. It has caused Nigeria of all classes, students, market women, craftsman, small scale enterprises and industrialists not only financial loss but also inestimable mental and physical suffering.

In view of the enormity of issues entailed in the findings above, it is recommended that former President Olusegun Obasanjo should be called to account for the recklessness in power sector during his time.

Being the Text of a Press Conference by Leaders of Human Rights and Civil Society Groups Who Visited Odi, Bayelsa State on Wednesday December 8th 1999.

Distinguished ladies and Gentlemen of the press.

We have called this press conference to ultimate you of the pathetic situation in Odi and other Communities of the Niger Delta.

Following reports of a military invasion of Odi, a community in Bayelsa State of Nigeria, the human rights, environmental rights groups and civil society movements decided to visit Odi to see for ourselves what we have heard and read. Twenty-nine groups from all parts of Nigeria visited Odi last Wednesday December 8 1999. Odi, a town on the bank of the famous River Nun is populated by the Ijaws of the Niger Delta. Estimated population before the military invasion is put at 60,000. The inhabitant of the rural community survive through fishing, farming, harvesting and processing of oil palm produce, and trading. It is an oil community, and Shell Petroleum Development Company is present and controls three oil wells there.

In early November a group of lawless elements who had taken refuge in the area was reported to have abducted six policemen. It was later reported that despite the intervention of social movements in the Niger Delta and elsewhere in the country and Bayelsa State government officials, the law officers were killed by the hoodlums. This was then followed by President Obasanjo issuing a 14-day ultimatum to the government of Bayelsa State to produce the miscreants, or he Obasanjo will proclaim a state of emergency.

Ladies and gentlemen, the ultimatum was yet to expire when General Obasanjo ordered troops into Odi and the surrounding communities. The East-West road was cordoned off by the Orashi River at Mbiama and by the River Niger at Patani. Thereafter, a major military operation commenced, via the use of heavy artillery, aircraft, grenade launchers, mortar bombs and other sophisticated weapons. So ruthless, savage and thorough was the operation that it could only have been intended to achieve a genocidal outcome.



It is difficult at this stage to establish the number of those killed, but we have received reports of mass burial, mass cremation and the disembowelment and mass dumping of corpses in River Nun. Two weeks after the operation, the stench of decomposing bodies dumped into various creeks could still be perceived from one kilometre from the town. We saw, so many corpses by the roadside as we drove along. The body of an old man, still clutching firmly to a copy of the Holy Bible, lay decomposing in a pond behind the Anglican Church, a chilly testimony to the scorched-earth objective of the invading troops contrary to the officially declared objective of the mission: to arrest the hoodlums who allegedly killed some policemen. So complete was the destruction that crops were razed, yam barns were burnt, garri processing plants were willfully wrecked, canoes were set ablaze, and every house in the entire community, with the exception of the First Bank, a Community Health Centre and the Anglican Church, were burnt down. No aspect of the community's existence was spared. Places of worship and other sacred places, including sacred forest and groves, churches, ancestral shrines and burial places, were demolished. We received reports that the soldiers looted many of the buildings and made away with the valuables before setting them ablaze. A yet-to-be established number of person, arrested and taken away by the soldiers to military barracks in Elele, Port Harcourt and Warri, were yet to be seen two weeks after the operation.

We saw no single livestock, poultry or other domestic animals except a stray cat. The community's 60,000 inhabitants had tied into the forest or been arrested or killed. Only a few thoroughly traumatised old women, old men and children could be seen around, some of them suffering from fractures and other injuries sustained while trying to escape from advancing soldiers. We also received information that the soldiers were particularly contemptuous of books. Several libraries and educational materials were particularly targeted and destroyed.



The Odi invasion by our investigation was premeditated. It was carefully planned to annihilate the people in order to make things smooth and easy for the oil companies. The invasion was called operation Hakuri II by the Minister of Defence, General T.Y. Danjuma. Briefing the Ministerial Conference on November 25, he explained Operation Hakuri II on Odi and other communities of the Niger Delta thus:

"This Operation Hakuri II was initiated with the mandate of protecting lives and property - particularly oil platforms flow stations, operating rig terminals and pipelines refineries and power installation in the Niger Delta."

In other words, it was for oil and oil alone that the soldiers who are today maintained with oil money from Odi and other communities of the Niger Delta went to Odi to commit those atrocities.

Some of the graffiti left on the walls of the destroyed buildings by the soldiers also confirm their genocidal state of mind. A few examples of such graffiti include the following:

"We will kill all Ijaws

"Bayelsa will be silent forever"

"Worship only God not Egbesu"

" Egbesu, why you run "

"Our power pass Egbesu. Next time even the trees will not be spared.

"This land is for soja, not for ljaws".

We believe the soldiers were on drugs or were fed with divisive propaganda to motivate their punitive expedition. There is nowhere in the world where battalions of troops - the airforce, army and navy - are sent to arrest a few miscreants.

In the light of the foregoing we wish to observe and state as follows:

That the events in Odi cannot be isolated from the larger crises in the Niger Delta which have their root in the historical political alienation, economic deprivation, environmental devastation, physical brutalisation and psychological traumatisation of the people by an oppressive Nigerian State and exploitative multinational oil corporations
That General Obasanjo's handling of the Niger Delta crisis, as exemplified by his unconstitutional and reckless deployment of troops to Odi, has been consistent with the oppressive philosophy of governance of erstwhile military dictators which conceives of force as the basic strategy for resolving social and political problems. We would have expected that the coming into power of a civilian government would have ushered in a different approach to the crisis, one that would emphasise dialogue and popular participation in the quest for a just and lasting solution. Odi has cast a big question mark on the ability of the Obasanjo government to resolve the nation's social problems in a democratic manner.
The military action in Odi not only violated sections of the 1999 Constitution, it was inconsistent with the Universal Declaration of Human Rights.
The actions of the soldiers in Odi amounted to a genocide and were clearly inconsistent with Article 5 of United Nations Code of Conduct for Law Enforcement Officers.

OUR DEMANDS

Flowing from the above observations, we make the following calls and demands:

An independent Judicial Commission of Enquiry should be conducted into the miIitary action Odi with a view to determining the circumstances surrounding the President's unconstitutional action, investigating the atrocities committed by soldiers and punishing the perpetrators.
A complete reconstruction of Odi should be embarked upon urgently by the Federal Government and its inhabitants resettled, rehabilitated and compensated adequately.
We call for the immediate withdrawal of all troops from the Niger Delta in order to end the devastation, killing, looting, raping, maiming, and other forms of inhumanity for which the troops have become notorious
We support the legitimate struggles of the peoples of the Niger Delta for self- determination, resource control, environmental justice, cultural self-expression and genuine participation in determining the conditions under which oil companies operate in the area. We therefore endorse the Kaiama Declaration, Ogoni Bill of Rights, lkwerre Rescue Charter, Aklaka Declaration for the Egi, the Urhobo Economic Summit Resolution, Oron Bill of Rights and other demands of peoples' organisations in the Niger Delta.
We call on the Obasanjo government to commence forthwith a transparent process of multi- lateral dialogue that would involve the government, the oil companies and freely chosen leaders of the Niger Delta peoples to work out the modalities for meeting the just demands of the people.
We call on the United Nations and the Organisation of African Unity to institute an International War Crime Tribunal to try and punish all those who in one way or the other perpetrated the atrocity in Odi.

I was looking at some facts stated by GenBuhari and you abused me. Yet you have not shown anything to discredit his points.

That isn't fair. He is saying that, a lot were propaganda. Then you stated:

My question to you is, how can you prove that what you said above about videos and pictures are not derived from the propaganda. How can you prove or give articles to back your claims.

Secondly, I am not here to impress GenBuhari. If someone says something smart, you discredit it or you learn from it. So please I am waiting for your pictures and videos or at least an article that proves your claims. So I can learn from you and not impress GenBuhar.


Note me and GenBuhari have totally disagreed on a point in an earlier thread.

So I take it that you result to ranting and abusing people to make your point. Thanks, I now know where you stand.

First of all, you have no right to judge, you are not GOD.

Secondly, can you tell me where I said I believe what GenBuhari is saying. GenBuhari like everybody in the world has a right to think. He has the right to sieve through information and make what ever inference he wants.

Thirdly see some of my statements.

I am saying that I understand GenBuhari's line of reasoning.

I also don't believe his hands were clean but GenBuhari has a point here. (beats me how understanding someone's statement is backing Gen. Abacha. )

So you can keep abusing and Judging people to hell because I said I understand someone's train of thought.

Finally I also take it you have no genocidal pictures and you are making statements like, "you are insulting yourself wink"
