It takes sometimes up to 2-3 weeks although I've helped a client to apply for it say 3 weeks ago and it was approved after 1hr and I think that the person must have been lucky.
Make sure you've as well uploaded the front & back of your Identity card should in case they sent you an upload link to your e-mail.

Sharp man!It works perfectly for verifying PayPal even before it comes and as well before you activate the USA ACH as you can see in the screenshots below as he is the busy type.
He as well ordered for our USA Dedicated VPN/IP with which we used for processing his PayPal Account.

Mobsync: I tried signing up for a payoneer card and my application got declined.
Why was it declined?
Is it because I didn't apply through a third party like fiverr?

adewasco2k: I have being wondering this, a lot of my pals in the UK or USA who are using paypal, is it that when they come back to Nigeria they can not operate their account except via VPN? Also if a white visits Nigeria. He can not make any only transaction via paypal whilst in Nigeria?

Great question in here as it depends on their choice as they can either decide to use VPN or betterstill,they can call PayPal while in USA to get them informed that they will be coming to Nigeria and they will like to be operating their PayPal from Nigeria.
PayPal will tell them to make a call when they get to Nigeria & PayPal will know how to specially whitelist their IP and account.

Yes I applied directly to them.

I was only asked to enter the details of the ID card, I wasn't told to upload.

I've never applied and I've never had the card.

I'm sure it's because you didn't upload scanned copy[Front & Back] of your ID card be it Voters Card,Driver License,National ID card or International passport as they do send a message to applicant e-mail most often that do show clickable UPLOAD LINK where you'll required to upload the front & back of your ID card.
Can you get that?That is what I can see as the reason for them to have declined your application.Just mail or call them please.

I don't think they will accept that but they do accept Voter's card,National ID Card,Driver Licence & International Passport.
