An accommodating state should be that state that respects the values of the visitors , no matter the tribe, colour ETC. Then how can someone mention Lagos? my mom told me that when they first openning MMI airport in Lagos there were signs for the muslim yorubas to not washing their buttocks and feet in plain sight before prayer. It's also in Lagos that you see the highest per capita human pheces on the road side and dead bodies.
