A government or state are not there just to commission roads, they are there to enforce laws. A society where people just do what ever they like is not a good society. Please think carefully before you use the wrong word for a good intention. That is the way it's done in a normal society.

When a government treat the people like arrogant animals, it makes them s¡lly and laughable after some times..
