The Islamic Movement in Nigeria has described as a campaign of calumny a recent statement credited to the Nigerian government that its leader Sheikh El-Zakzaky wanted to seek asylum in India before his repatriation.

The proscribed group said the lie was fabricated to cover government’s “own gross misconduct in a foreign land”. Ibrahim Musa, president Media Forum of the Islamic Movement in Nigeria stated this at a press briefing on Sunday.

The group accused the Federal Government of planning to kill El-Zakzaky for insisting on which doctors the Sheikh and his wife must see, while refusing to allow them access to their own doctors. “Before efforts at resolving this impasse could be concluded, the Sheikh was brought back to Nigeria, since their evil schemes could not be executed”, Musa said.

Sequel to the Nigerian government’s sinister operation that frustrated the treatment of the revered Sheikh Ibraheem Zakzaky (H) and his wife Malam Zeenat Ibrahim in India that led to the repatriation of the couple, the Nigerian government, in its effort to deceive the general public, has concocted contradictory statements and lies to colour its acts of violating the order given by the Kaduna High court allowing the Sheikh to seek treatment in India, with the government only supervising.

The facts are that the government mischievously went beyond its role of supervision to the level of maliciously interfering in the medical process, instructing on which doctors the Sheikh and his wife must see, while refusing to allow them access to their own doctors. Apparently, the government had a hidden mission, the details of which they had detailed specific doctors to execute.

The Sheikh was forced to either accept their choice or return home within two hours. Being mindful of the government’s various previous plots to eliminate him since 2015, first through the barrels of the gun and much later through poisoning in detention while refusing him access to adequate medical care until the court’s intervention, the Sheikh sensed the government’s intention of inducing killer doctors to finish what they had earlier started, now through the back door.

He therefore insisted on having the presence of the doctors that initially assessed him in Nigeria, who also worked in that hospital, failing which, he preferred to return to Nigeria. He refused to be subjected to any breach in the basic ethical principles guiding the medical treatment of people of respect for persons: protecting the autonomy of all people and treating them with courtesy and respect and allowing for informed consent, which the Nigerian government had contracted medical personnel in the Indian hospital to throw to the wind.

Before efforts at resolving this impasse could be concluded, the Sheikh was brought back to Nigeria, since their evil schemes could not be executed. The government is now churning out contradictory explanations to blame the Sheikh for not allowing himself to be killed in the name of medical treatment. The Nigerian government is also blackmailing the Sheikh that he sought for asylum in India just to cover their own gross misconduct in a foreign land.

The campaign of calumny has been championed by the Federal Ministry of Information, which sarcastically even said they were apologising to India for the Sheikh’s “unruly behaviour” rather than for their own obvious attempted assassination of somebody in another country! Isn’t it rather contradictory that someone allegedly seeking asylum would be unwilling to stay back irrespective of the circumstances but preferring instead to return to his home country.

It is on record that it was the Sheikh who requested to be brought back home having been denied access to his doctors and rejecting the killer squad engaged to “treat” him instead. The government’s claim that Sheikh’s wife antagonized the Nigerian officials by accusing them of killing her three children is yet another spurious search for justification for its maltreatment of the couple. Isn’t it true that it is the government that killed her three sons when its army invaded their residence at night in December 2015?

Wasn’t her husband dragged over the corpses of their murdered children having been shot himself and left swimming in his own pool of blood? Wasn’t she also shot and left lying lifeless in the process? Were they expecting a cheer from her for all these severe gross violation of their fundamental rights, even as judged by a competent federal court? It is rather very shameful and a slap in the face of Nigeria that the government which hitherto claimed it had no hand in the case, now has to resort to lies, calumny and blackmail against a couple whose alleged crimes has never ever been proved in any court of the land.

All the allegations against this couple have always been merely spurious and unproven, and knowing that they could never prove in any court use the might of state power to intimidate and misinform the public. It is noteworthy to state that the government is yet to respond to the confessions by the Saudi Arabian Crown Prince that they sponsored the Zaria genocide and the subsequent continued detention of the Sheikh in Nigeria.

This same fact was earlier alluded to by President Muhammadu Buhari during a state visit to Qatar. The world is watching all the persecution of the Islamic leader with keen interest. The government can never change the narrative.

We wish to thank the general public for their continued understanding and show of support in all these. No amount of feeding the public with concocted half-truths, lies and campaigns of calumny would swerve the course of justice for all the victims of Zaria genocide and its aftermath”.

The Defence Headquarters in Nigeria has set up a joint committee to investigate the killing of three police officers by some soldiers in Wukari, Taraba State,.

The incident has led to an altercation between the police and the Nigerian Army despite claims by the military that its troops mistook the police for kidnappers. Acting Director of Information DHQ, Colonel Onyema Nwachukwu, announced that the Chief of Defence Staff, General Abayomi Olonisakin, constituted the committee following the directive of President Buhari.

In a statement released on Friday, August 9th, Nwachukwu said the committee would be made up of seven officers and they are to commence work to unravel what led to the incident.

The committee, which would be headed by Rear Admiral I.T. Olaiya, has representatives of the Nigerian Army, Nigerian Navy, Nigerian Air Force, the Nigeria Police, Department of State Services and the Defence Intelligence Agency.

The killing of a commercial driver by a unit of the security agencies on Kaduna-Abuja expressway has sparked protests by drivers leading to heavy gridlock along the road.

It was gathered that the driver of Peugeot J-5 bus was shot by the operatives around Olam, while on his way to Kaduna around 7:30 am on Friday.

Other drivers who witnessed the shooting came down to protest and parked their cars on the road blocking the highway.

An eye witness as at the time of the incident, said the drivers have refused to move their cars and have blocked both the road leading to and from Abuja causing a lock down along the route.

The Kaduna State Commissioner for internal security, Samuel Aruwan assured motorists that the matter is being handled.

“Kaduna-Abuja Road gridlock around Olam Company. We are working and the road will be cleared in a jiffy.”

In this report, ANAYO ONUKWUGHA takes a look at how the keenly contested Rivers State governorship election was won and lost

At about 5:30pm on Wednesday, April 3, 2019, the Rivers State Governorship Election Returning Officer, Professor Teddy Adias, declared Governor Nyesom Ezenwo Wike of the Peoples Democratic Party (PDP) winner of the March 9 Governorship election in the state.

Wike won in 19 out of the 21 local government areas collated by the Independent National Electoral Commission (INEC) with a total of 886,264 votes, to defeat his closest rival and governorship candidate of the African Action Alliance (AAC), Biokpomabo Festus Awara, who garnered 173,769 votes, winning in two local government areas of the state.

INEC had declared that elections did not take place in two local government areas of the state, including Gokana and Abua/Odual.

The collation and declaration of the results of governorship election, which came about three weeks after the exercise was suspended as a result of violence, was done within two days, contrary to the dictates of the timeline released by the commission.

Also, INEC ended up collating results from 21 local government areas in the state, which was contrary to its earlier statement that it had collated results from 17 local government areas of the state only.

According to the INEC timeline, which was issued on March 20, 2019 and signed National Commissioner and Chairman, Information and Voter Education Committee, Festus Okoye, resumption of collation and announcement of results will hold from April 2 to April 5 in Port Harcourt.

The timeline stated that supplementary elections would be held where necessary while the announcement of results of such elections would be announced between April 13 and April 15, 2019.

Speaking during a stakeholders meeting ahead of resumption of the collation exercise, INEC Administrative Secretary in Rivers State, Etim Umoh, said the commission was in possession of collated results of the March 9 election from 17 local government areas in the state.

Umoh listed the local government areas to include; Ahoada-East, Akuku-Toru, Bonny, Obio-Akpor, Ogba-Egbema-Ndoni, Opobo/Nkoro, Ogu/Bolo, Ikwerre, Emohua, Okrika, Oyigbo, Eleme, Andoni, Omuma, Tai, Etche and Port Harcourt City.

He said collation of results will take place in six local government areas, including: Abua-Odual, Asari-Toru, Gokana, Ahoada-West, Khana and Degema.

From March 10, 2019 when INEC announced the suspension of the entire process in Rivers State, no day passed without one group or the other protesting in favour or against officials of the commission in the state, especially the Resident Electoral Commissioner (REC), Obo Effanga and the Administrative Secretary, Umoh.

Within the period, several Non Governmental Organisations and civil society groups showed up, organising press conferences and protests either in support of the AAC or the PDP.

The Inter-Party Advisory Council (IPAC) and the Coalition of Governorship Candidates and Party Chairmen (CGCPC) played active roles within this period defending Wike and the PDP and Awara and the AAC respectively.

While IPAC led by Precious Baridoo called for the resumption of collation of results and the declaration of the PDP candidate as governor-elect, the CGCPC led by the candidate of the Advanced Peoples Democratic Alliance (APDA), Warigbani Ezekiel, called for the outright cancellation of the process.

The position of the CGCPC was collaborated by the leadership of Action Democratic Party (ADP), the Accord Party and the All Progressives Congress (APC), whose leader in the state, Chibuike Rotimi Amaechi adopted the candidature of Awara.

However, the demand for the cancellation of the governorship election, which gathered momentum considering the number of protests and press conferences held to support, crumbled barely 24 hours to the resumption of the INEC National Commissioner incharhe of Bayelsa, Edo and Rivers States, May Agbamuche-Mbu ruled put fresh elections in the state.

Agbamuche-Mbu, who disclosed this while speaking at the stakeholders meeting said: “The main objective of this meeting is to brief you on the schedule of activities and timeline, set by the commission for the conclusion of the Governorship and State House of Assembly elections, and to solicit for your maximum cooperation towards the success of this exercise.

“It is also to generate discussions among the stakeholders, with a view to achieving transparent, peaceful and violence-free conclusion of the elections, within the timeline set by the commission.

“I want to use this opportunity to appeal to the good people of Rivers State, our traditional rulers, market women, youths, leaders and members of political parties in the state, including the candidates in the elections and all other stakeholders to allow peace to reign in the state before, during and after the activities outlined for the conclusion of the elections by the commission.

“We do not have any other state, apart from Rivers State, to call our own. Let us join hands together to make Rivers State even greater. On the part of the commission, I wish to assure you of our commitment to free, fair and credible elections. We intend to keep these promises. May God, in His kindness, grant Rivers State perpetual peace.”

The suspension of the entire process in the state, including the blockade of a stretch of the Aba Road caused a lot of hardship on residents of Port Harcourt. No wonder, the whole city erupted in jubilation when INEC finally declared a winner of the governorship election.

To Wike, he dedicated his reelection victory to the people of Rivers State, saying that he was overwhelmed by the total support and love they displayed during and after the general elections.

The governor, who also dedicated the victory to God, expressed gratitude to the people for standing by the PDP despite the illegal actions of the enemies of democracy.

He said: “I want to thank the people of Rivers State for showing the kind of love we have never seen before. I thank them for showing the kind of support we have never seen before.”

The governor thanked PDP members for their show of courage, despite intimidation by security operatives who illegally wanted to change the will of Rivers people.

He said: “Those who died not because they were criminals, but because they wanted to defend their votes. We dedicate this victory to God those who were killed.

“They protected our votes and they defended us. We pray God to grant their families the strength to bear the losses. We shall continue to support the families.”

Wike stated that he will run an inclusive government, which will accommodate all shades of interest.

The governor said: “We have no other state . You may have mansions elsewhere, but there is no place like home. We must come together and build our state.

“We must make the state move forward. We must not continue to de-market the state. I cannot stay beyond 2023, but Rivers State will continue to be. If you believe you are from Rivers State, end this now.”

He extended a hand of fellowship to his opponents, saying that nobody won or lost, but Rivers people won.

Wike stated that the struggle to stop collation was so vicious that it continued till the end of the collation, saying: “We will not disappoint the PDP. We will not disappoint Rivers people. We shall continue to serve.

“If anybody does anything contrary as a member of the House of Assembly, House of Representatives, Senate, the blood of those who died will visit them. I will never betray PDP.

The governor thanked INEC and the Police for working in line with the tenets of the electoral act.

But, to the AAC governorship candidate, Awara, he would be heading to the State House of Assembly and Governorship Election Petition Tribunal to challenge the declaration of Wike as winner of the March 9 election.

He disclosed that he is already looking forward to an appearance before the Tribunal with his petition to “recover my stolen mandate.” He said that his victory was “stolen” and given to Wike. Though he declined much comments on the development, the AAC governorship candidate said he won the election as early results declared by Collation Officers in about 7 local government areas showed.

The candidate would not speak on how soon he will be approaching the Tribunal expected to sit in the Federal Capital Territory, FCT, Abuja. However, the Electoral Act 2010 (as amended) gives prospective election petitioners 21 days to file petitions before tribunals.

Meanwhile, Prince Tonye Princewill, a chieftain of the APC, described the results of the governorship election held in the state on March 9 as released INEC, as the most violated since 2007.

Princewill, who is the Director of Strategic Communication and Publicity of the Tonye Cole Campaign Organization, recounted how, in the elections in 2007 and 2015, in which he ran as candidate, respectively, figures as votes cast were merely allocated to candidates irrespective of how voters made their choices.

He, however, said that when compared with what happened in 2007 and 2015, the 2019 abuse of the result for the governorship election in Rivers stands as a “blatant one.”

Princewill stated that the level of impunity displayed by the INEC, and other alleged collaborators, however not named, has motivated him to join in seeking justice for Rivers people.

The APC chieftain said: “I have been the victim of written results on three occasions in my political life. First in 2007 when I ran for Governor, second in 2015, when I ran again and the third time is now, when I didn’t even run. Compared to the others, this blatant one has simply motivated me. None of us will rest on this one, not until justice is done.”

Princewill vowed that justice would be done to Rivers people even as he accused the unnamed persons of murdering sleep.

He said: “My message to you is “Fiat justitia ruat caelum (Let justice be done though the heavens fall) and I say it in Latin so the people who took their time to disenfranchise us can also take their time to remember it, especially those in INEC. You have just murdered sleep and asked us to go to hell. We have heard you. You too will hear from us soon.”

A yet-to-be-identified woman has died following an accident with her Lexus SUV, on Sunday. According to reports, the woman plunged into the river on Ijebu-Ode/Benin Expressway.

Babatunde Akinbiyi, the Public Relations Officer of the Ogun State Traffic Compliance and Enforcement Corps (TRACE), while confirming the sad incident, said the deceased was taking her daughter to school when the accident happened.
Akinbiyi added that the accident happened as a result of over speeding on the part of the woman.

“I learnt the vehicle was coming from Lekki in Lagos to Ijebu-Ode when the accident happened. There were two occupants in the vehicle, the driver who is a woman and her daughter, who is a student of Tai Solarin University of Education (TASUED) in Ijebu Ode.

“The woman was taking her daughter back to school. As a result of excessive speeding, the woman lost control of the vehicle and plunged into the river and lost her life while her daughter sustained injuries.

The woman’s corpse has since been deposited at Ijebu Ode General Hospital mortuary while her injured daughter is receiving treatment at the same hospital.

Edo Crown Prince, Nathaniel Osayande Killed In Fatal Car Accident Days To His Coronation

His Royal Highness, Prince Nathaniel Osayande, Crown Prince and heir to the Throne of the Kingdom of Ugu (Oba N’Ugu) and the Enogieship (Dukedom) of Umoghun Nokhua in Edo state, has passed away.

According to reports, he was killed in a fatal accident which happened along Benin-Abraka expressway on Friday, April 5th, 2019.

Prince Nathaniel died ahead of his coming inauguration to the throne of Ugu, billed later on this month (in a few days time).

Educated in finance and accounting, the late Crown Prince worked to improve the lives of his community and to ameliorate the standing of the Kingdom of Ugu at home and abroad

The villagers are utterly devastated and heartbroken by his passing at a very young age while in such excellent health.

The constant and repeated attacks on vessels at anchorage have sparked a nationwide outrage from Shipowners especially the impending surcharge that may follow. YUSUF BABALOLA writes

Countries blessed with access to the sea, naturally derives enormous benefits from operations of their maritime sector. Experts says sector plays a very crucial role in the development of economy of nations which harness it potentials sufficiently. And Nigeria being a maritime nation is not an exception.

Nigeria is a special case as three major industries namely, transportation, fishing, oil and gas, which contribute significantly to the nation’s Gross Domestic Product (GDP) are predominantly driven by maritime activities. However, despite the potentials inherent in the sector, it has failed to attain its full potential due to security challenges. Nigeria’s waters are considered one of the most dangerous with rising insecurity in the Gulf of Guinea (GoG) region.

For instance, the International Maritime Bureau (IMB) recently stated that the attacks by sea robbers off the Coast of West Africa are on the increase in Nigeria. This is as the United Nations Security Council also observed that Nigeria was losing about $1.5 billion on a monthly basis to piracy, armed robberies at sea, smuggling, and fuel supply fraud, which are on the increase in the Gulf of Guinea.

Also, in the last three months of 2018, 41 kidnappings cases were recorded in waters off Nigeria alone. On 27 October 2018, 11 crew were kidnapped from a container vessel 70 nautical miles off Bonny Island, Nigeria. Two days later, Nigerian pirates in a speedboat hijacked a tanker underway 100 nautical miles off Point Noire, Congo. Eight of the 18 crew were kidnapped. There are many recent examples of how armed criminals are reaching further out to sea and targeting a wider variety of ships: bulk carriers, container vessels and general cargo vessels in addition to local attacks on tankers, oil industry support vessels and fishing vessels.

Unfortunately, much as the sea remain unsafe, the anchorage which use to be a safe haven has also turned into nightmares for vessels.

Except for the Lagos anchorage that is relatively secured and safe, the anchorages in Bonny, Warri and Brass have become nightmare for both local and foreign shipowners.

According to maritime experts the implication of the restiveness at the anchorage is increase in freight rate and insurance premium on vessels calling at the nation’s seaports.

Speaking on the development, the President of Nigerian Shipowners Association (NISA), Aminu Umar, raised the alarm over the high rate of insecurity at the Warri and Bonny anchorage.

Umar said the Warri anchorage, located in Delta state has spike insurance premium for shipowners describing it as a very tough one.

Pointing out that the Lagos anchorage is the only one anyone can sincerely claim to be safe or secured, the shipowner boss added that the Warri anchorage is the toughest for Shipowners.

“There is another one in Warri, Delta State, which is a tough one. Many vessels are afraid of that place; in fact, international vessels don’t drop anchor there.

“Even as for a Nigerian ship going there, our insurers charge is higher because it is considered as an unsafe area.”

Speaking further, he said the Bonny anchorage is another dead end that couldn’t be dared because of the risk it portends.

“Another anchorage is the one in Bonny, Rivers State. This one is considered totally unsafe. So, no vessel stays there”, he explained, noting that even the Lagos anchorage still suffer attacks by sea robbers, in offshore Lagos.

“Every ship owner that goes into the Delta has to take his own private security, and it is costing us a lot.

“We don’t know what Government’s plan is, presently. But we hope that they would be able to create the safety net, to ensure safety of vessels, particularly in the Niger Delta area, which has been so dangerous.

“Almost on a daily basis there is a kidnap, or hijack. That is why when vessels have to go there, they have Naval armed men on board the ship, which is against shipping practice because some of the ships carry volatile cargoes and if there is any mistake of a gunshot is can set the ship ablaze. But we have no option than to have them on board the ships because of the high risk situation.”

He reiterated that the Bonny anchorage is the most dreadful and advised the relevant government agencies to secure the anchorages in the country

Corroborating Umar, the President of the Nigerian Association of Master Mariners (NAMM), Captain Tajudeen Alao, urged the federal government to mobilise assets that would make the anchorage secure.

He said it is the responsibility of the government to make the anchorage secured else there would be consequence for insecurity at the anchorage.

“Anchorage is a waiting area for ships on international trade and it is the responsibility of the government to ensure that they are highly secured and the only way is to deploy asset.

When attacks happened 40 miles away from the coast, it’s piracy but, despite that, there should be early detection and deterrent .

“The government must protect the shoreline and go to sea to reassure the people calling that they are safe because when robbers or pirates board a ship and attack people it is a bad image for the country, so the government should make sure that the anchorage are secured.”

On the multiplier effect on the economy, Alao said, “The attack will have a big multiplier effect because many ships won’t come and those that will come will slam surcharge because it is like going to a war risk area and the insurance premium will be high. Nigeria water will be regarded as unsafe and that will be disastrous for us,” he said.

Speaking in similar vein the Secretary General of NISA, Tunji Brown said the attacks on vessels at anchorage has made it very difficult for shipowners as they pay high premium insurance on their vessels.

According to him, the government needs a direct approach to tackle the scourge as shipowners now resort to hiring security escorts.

“I don’t think there is a direct approach to it because we had an experience not too long ago and what the Navy could do was to ask for telephone number of people who called to track them down so we don’t really know how to respond to attacks but there are some very hot spot like Brass where vessels used to avoid and if they must go their, it must be with security escort and that is very tough because it is very expensive to engage a security outfit.

“The cost of doing business has gone up and the ease of doing business has gone up tremendously for shipowners.”

But, when asked the financial implication of the attacks on Nigeria economy, the NISA scribe said it’s huge because foreign vessels now refuse coming to Nigeria water.

“The situation in Financial terms are huge and major loss because most foreign vessels are skeptical about coming to Nigeria’s waters because of the attack and unfortunately, attacks happened almost once every week and I think for government to defeat this scourge, it’s more of intelligence work so that before any attack can be successfully carried out, security agency would have been aware.

The Economic and Financial Crimes Commission (EFCC) has provided a new dossier of the improprieties committed by Justice Walter Onnoghen, the suspended Chief Justice of Nigeria, now facing trial at the Code of Conduct Tribunal for false asset declaration.

The dossier, by way of a “final address” was sent by lawyers to the commission in a letter to the National Judicial Council (NJC) and the shocking details informed the decision of the body on Wednesday to send a yet-to-be disclosed recommendation to President Muhammadu Buhari.

In the dossier prepared by Ekele Iheanacho and Rotimi Oyedepo Iseoluwa, the EFCC catalogued various allegations against Onnoghen, raising questions over the legitimacy of $1,716,000 deposited, over time, into his domiciliary account at Standard Chartered Bank and monies found in other accounts.

“It is clear that these huge sums of money were not earned by the Respondent (Onnoghen) as his salaries and allowances”, the EFCC said in its submission.

The letter cited the transactions between a senior advocate of Nigeria, Joe Agi and Onnoghen, and the contradictory statements made by the duo over a Mercedes Benz 450 worth N7million bought for Onnoghen by Agi in 2009 and a $30,000 deposited into Onnoghen’s account by Agi.

Onnoghen claimed he gave Agi the money to deposit on his behalf. Agi said he could not recall collecting such ‘huge money’ from Onnoghen. Onnoghen claimed he paid for the Mercedes Benz in tranches, Agi claimed he bought the car on Onnoghen’s behalf outright, with cash.

“I will be surprised if the money Onnoghen gave me was up to $30,000.00 as I cannot remember taking $30,000 USD from Justice Onnoghen. $30,000 USD is big money to take at a go,” Agi was quoted to have said in a testimony to the EFCC.

The Commission also listed five senior lawyers who paid ‘pecuniary gifts’ into Onnoghen’s account at various times in 2015.

ISSUE FOR DETERMINATION

We respectively submit that the sole issue for the determination of this Honourable Committee is whether in view of the evidence adduced by the Petitioner, it can be said that the Respondent has not breached the Code of conduct for Judicial Officers of the Federal Republic of Nigeria.

ARGUMENT ON THE ISSUE

My lords, it is our humble submission that from the evidence on record, it cannot be said that the Respondent has not breached the Code of Conducts for Judicial Officers. My lords by virtue of his appointment as a Judicial Officer, the Respondent has a duty to actively participate in establishing, maintaining, enforcing and observing a high standard of conduct that will ensure and preserve transparently the integrity of the Judiciary. The Respondent is also duty bond, in the performance of his duties to adhere and observe strictly the rules set out in the Code of conduct for Judicial Officer and failure to do so automatically constitutes misconduct. We humbly refer my lords to the Preamble to the Code of Conduct for Judicial

It is must be stated that the Code of Conduct for the Judicial Officers serves as the minimum standard of conduct to be observed by each and every judicial Officers. My lords, this explains why the preamble to the code provides: “therefore, this code of conduct for Judicial Offices of the Federal Republic of Nigeria is hereby adopted to serve as the minimum standard of conduct to be observed by each and every Judicial officer as defined in this code.”

Politics / NJC Recommends Compulsory Retirement For Onnoghen, Says “tanko Muhammad Committe by 15Ebisco: 9:43am On Apr 04, 2019
The National Judicial Commission (NJC) has recommended that embattled and suspended Chief Justice of Nigeria (CJN) Walter Onnoghen, retire compulsorily.

On Wednesday, the Economic and Financial Crimes Commission (EFCC) filed a petition against Onnoghen alleging that he had not declared his assets for 27 years as a Justice.

Following the new development, members of the NJC reviewed the petition filed against Onnoghen by EFCC and unanimously reached an agreement that Onnoghen has lost the moral authority to continue as CJN with the series of petitions bordering on misconduct levied against him.

The NJC which handles disciplinary issues of judicial officers sat under the interim leadership of Umaru Abdullahi, former president of the court of appeal, who had to act because Onnoghen was already under suspension.

The council also concluded that Acting CJN Tanko Muhammad did not commit any offence by making himself available to be sworn in as acting CJN without the recommendation of the NJC.

According to the director of information for NJC, Soji Oye, the decisions and recommendations of the council have been passed to President Muhammadu Buhari for approval.

The Senate Committee on Finance on Monday queried the Federal Ministry of Finance for high budgetary releases to itself and some of its parastatal agencies.

Members of the committee raised the question when officials of the ministry appeared before them to defend their 2019 budget proposals.

The committee noted that amid complaints of paucity of funds by other government institutions, the ministry of Finance was making high budget for itself.

According to its budget performance report for 2018, the ministry has so far recorded 76 per cent overall performance in terms of fund released in the outgoing fiscal year.

A breakdown of the figures, presented by the Minister of Finance, Mrs Zainab Ahmed, indicates that personnel cost has got cash backing of 89 per cent.

She said that overhead cost got 62 per cent and capital allocation got 81 per cent.

The Office of the Accountant General of the Federation, which is under the ministry, has also enjoyed high releases in the outgoing fiscal year.

Its report as presented by the Accountant General of the Federation, Alhaji Ahmed Idris, released N4.386 billion as at March, representing 84 per cent of the N5.222 billion appropriated to it.

This did not go down well with the Chairman, Senate Committee on Finance, Sen. John Enoh, and other members of the committee.

The committee sought to know why the ministry released more money to itself while other MDAs were complaining of poor released.

The lawmakers also drew attention to “poor utilisation” of the funds released to the ministry and parastatals in the year under review.

For instance, the senators noted that whereas N667 million was released to the ministry for capital projects, only N209 million or 31 per cent had been utilised.

A similar situation played out in the Pension Transitional Arrangement Directorate (PTAD) which got N192 million for capital projects, but had spent only N11 million or six per cent.

Responding, the minister gave the total performance of the Federal Government’s 2018 budget.

According to her, personnel budget recorded an average of 100 per cent due to “payment of salaries and pensions as and when due”.

“For overhead, out of 12 months we were only able to release eight months with the exception of some critical agencies like the National Youth Service Corps (NYSC) and the Unity Schools.

“We prioritised their releases so they had more than eight months, because of payment of corps members’ allowances in case of the NYSC, and feeding of prisoners for the prison service,” she said.

The minister added that some military agencies “performing critical functions that must not stop” also had more than eight months.

Blaming the partial releases on poor revenue generation, she said the average revenue performance at the close of 2018 was 55 per cent.

“Because of that, we were not able to fund the budget as we will have loved to, and therefore impossible to say some agencies’ budgets will get 100 per cent cash backing ” she added.

The crisis rocking the All Progressives Congress (APC) over the choice of the leadership of the 9th National Assembly deepened at the weekend as some of the lawmakers threatened to dare the party in the leadership tussle.

Some senators-elect of the ruling APC have also frowned at what they described as the recent utterances of the National Leader of the party, Senator Bola Tinubu, over the composition of the leadership of the National Assembly, saying such outburst should not have come from a national leader of the party.

Some of the party’s senators-elect met in Abuja last night to discuss the decision of the party to determine the federal legislature’s leadership.

Tinubu had at the weekend in Lagos asked elected party members, not comfortable with the choice of Senator Ahmad Lawan and Hon. Femi Gbajabiamila, as Senate President and House Speaker respectively, to leave the party or be ready to abide by party decision on the matter.

Reacting to Tinubu’s statement, a cross section of the senators-elect who spoke with THISDAY on condition of anonymity said such a remark was unbecoming of a national leader of a ruling party like APC.

They also reminded Tinubu that the party belongs to all stakeholders and not an individual saying: “Asiwaju should be reminded that many political parties agreed to collapse their structures to form the nucleus of APC some five years ago; so, the party does not belong to him.”

The legislators-elect said rather than threatening the elected lawmakers, the party leadership ought to have engaged them on how to evolve a vibrant leadership for the ninth National Assembly.

A senator-elect from the North-central told THISDAY: “As we speak, the party leaders have not deemed it fit to call all APC senators-elect to a meeting only for us to be told publicly by Oshiomhole that Senator Lawan is the party’s choice as next Senate President.”

According to him, “We will do everything possible to resist imposition of any leadership on the next federal parliament.”

Another senator-elect from North-central zone affirmed that the imposition of Lawan on others will not fly. “We are ready to take on the party leadership on the matter and ensure that all stakeholders are carried along,” he said.

He advised the party not to make the mistake it made in the 8th Senate which produced Dr. Bukola Saraki as Senate President as against Senator Lawan, then the choice of the party.

The ranking senator said senators-elect of like minds across political divides will meet in Abuja this week in the course of the orientation programme for all elected federal lawmakers.

“Our colleagues have started arriving in Abuja for the orientation programme being put together by the management of National Assembly for all the 479 members-elect of the federal parliament and we’ll use the opportunity to reach out to them and take a firm decision on the kind of leadership we desire in both the Senate and the House of Representatives,” he said.

He added that senators-elect, who are against the imposition of Senator Lawan, had met at the weekend with those who are routing for former Senate Leader, Senator Ali Ndume, as next Senate President with a view to harmonising their position and come up with a candidate to face Lawan on the day 9th Senate will be inaugurated in June.”

This, he further said, are some of the issues that would be discussed with their colleagues from across the country, including legislators-elect from the opposition Peoples Democratic Party (PDP) and other parties who have representation in the 9th Assembly.
