Pickpockets and petty criminals exist in virtually all parts of the world except Antarctica! Lol! In China, you they are found at crowded bus and train stations, busy shopping districts, markets, subway stations, parks, on buses and any place where their pilfering can be carried out without much detection.
The photos below were posted today by the police and posted on wechat to remind people to be very vigilant of their belongings when in crowded places.

You're right. A lot of Chinese people would stand by and be watching while someone is being robbed without doing anything to stop it. Maybe they're afraid they might get hurt for trying to prevent someone getting robbed or they're just not empathetic enough. Or perhaps they think it's none of their business but of the police to apprehend criminals. I don't know. Pickpocketing is done in the open here because pickpockets know the chances of anyone attempting to prevent them from their prey is almost none existent.

There are more functioning security cameras in just one Province in China than there are people in Nigeria. That explains a lot.
