Members of the House of Representatives, on Wednesday, demanded a review of their allowances to equal ministers saying it is in line with the constitution, which puts them at par.

The Deputy Speaker of the House, Usman Nafada, announced this when the lawmakers discussed a bill on the salaries and allowances of political and judicial officers.

The bill, “A Bill for an Act to Further Amend the Certain Political, Public and Judicial Officer Holders (Salaries and Allowance, etc) Act 2002 and for Other Related Matters Therein, 2009, 2009”, passed second reading.

The consideration of the executive bill followed the directive by President Umaru Yar’Adua, last year, that the allowances of all political office holders should be reviewed downwards because of the global economic meltdown.

The review was undertaken by the Revenue Mobilisation Allocation and Fiscal Commission and forwarded to the president who in turn sent it to the National Assembly.

Mr. Nafada condemned the current practice in which ministers earn more allowances, particularly estacode, than members of the House even though they are considered equal.

Section 147 (5) states that “No person shall be appointed as a Minister of the Government of the Federation unless he is qualified for election as a member of the House of Representatives.”

He said: “There is no reason why the allowances of the ministers should be higher than those of the members of the House. For instance, the estacode we take up to what the ministers take. Ministers are getting 100 percent higher than members are getting.

He revealed that the leadership of the House has met on over five occasions to discuss the matter, but the changes are yet to be made.

“We (leadership) have met more than five times on the matter, yet nothing has been done. It is not that we are opposed to their (ministers) getting allowances but since the constitution says it should be equal, it should be equal,” Mr. Nafada said.

He directed that the issue be included in the bill which was referred to the Committee of the Whole for consideration.

No member of the House opposed Mr Nafada.

Leading the debate earlier on the bill, the House Leader, Tunde Akogun explained the reasons for its further amendment, adding that it was meant to legalize the review carried out by the revenue commission. He also said it would ensure the uniformity of the remuneration of judicial and executive officers.

Contributing, Abdul Ningi (PDP, Bauchi) said though he supported the amendment, there was a need to know who benefits from the review and the percentage of the review.

Ita Eang (PDP, Akwa Ibom) explained that the amendment is merely “a further amendment to the 2002 and 2008 Bills on the salaries and allowances of the political officer holders.”

According to the new salary/allowances regime, prepared by the commission, each of the 358 out of the 360 members of the House (excluding the Speaker and Deputy Speaker) will take N7.940 million per annum, as against N13.003million prior to the review.

Pension for principal officers

Also, on Wednesday, the lawmakers ignored a colleague’s advice to halt debate on a bill fixing pensions for former principal officers of both chambers of the National Assembly; Senate Presidents and deputies, Speakers and deputies.

The bill titled is “A Bill for an Act to provide, among other things, for the Remuneration and Perquisites of Office of Former Presiding Officers of Federal Legislative Houses, Federal Republic of Nigeria and Ancillary Matters, 2010”.

Leo Ogor (PDP, Delta) raised a constitutional order to guide his colleagues. According to him, Sections 84 and 129 of the 1999 Constitution, have addressed the matter and that “any subtraction from or addition to the constitution will be invalid on the ground of inconsistency and we took oath to defend the constitution.”

Mr. Ogor, therefore, demanded that the debate on the matter be dropped, especially since the Supreme Court has also made a pronouncement on it. He was, however, ruled out of order by Mr. Nafada.

Cyril Maduabum (PDP, Anambra) invoked section 4 of the constitution as well as Item 44 of the same document, arguing that the federal legislature has the authority to make laws and fix pensions for the former presiding officers of the National Assembly.

Mr. Nafada subsequently referred the bill to the joint committee on public service and pensions.

Here Im gonna use the liberty Nairaland provides to speak how I feel about Nigeria. Especially in the context of current issues.

Whats going on in Nigeria now is a sham and a shame. Our president is AWOL! but all we've been doing about it so far is simply continuing our lives, or at best, just talking about it. Some don't care, as long as they can afford whatever they want, while some don't care because they can't afford much. But this matter concerns US as Nigerians. I see we've been suppressed and repressed too long but I wonder why can't seize this window to smash the shackles. Opportunities like this aren't common place, or how many nations have experienced total presidential AWOL?

So we need to act more than we speak now cos we've always spoken without fruit.

The time is now people! Lets form movements and stir the waters of other people's consciousness. Lets even rock the boat. More people are just still busy trying to make a living and thats what this succession of supressive looters who manipulate themselves into positions of power want anyway. What do we have to lose? The missing man was no good president in the first place.

Proposed action: My people, talk about this everyday with everybody who cares to listen, if its all you can do. if you can do more PLEASE do. what manner of a people in history existed without a leader they could see? Somebody tell me please, I wasnt a history student for long.
Let people recognize the latest addition to our myriad of varied problems which have no solution in rational sight.

Has our form of government changed? Or is this still democracy? Then what type of democracy?
Yar'adua is dead, yes, DEAD in my opinion. Nothing else makes sense. And now, this guy Goodluck is clearly showing us he cannot lead to save his life. It's as if he's been 'advised' by a superior power to keep quiet, or made to believe he'll die if he dares try.

They're asking a dead man to write a letter? Obvious selective application of the constitution. I cant shout. Isnt there some section in the failing constitution that empowers the senate to impeach the 'president'?

But Nigerians = All talk, no action.

Such a man can hardly have a low-keyed re-marriage, what with all the mainstream ministers of God present?
From the little I know of the bible he has not contravened God's instructions and I pray the couple enjoy a beautiful life of conjugal bliss.

My concern is that people may compare the new wife to the late one especially in the ministry. I hope she knows to carve her own identity and not try to live up to any expectations.
