Like I said , it is under maintenance (construction) when it was approved for the acclaimed party it was yet to be under maintenance. He did not approve it for APC after PDP requested it to be used it was way before and after APC used it for whatever they did, it stadia is put under maintenance, was so cumbersome to comprehend ?
