You can easily deduce that Buhari did not award any contract as no contract to construct any refinery was awarded while he was head of NNPC. No construction was started during that time too. The point is that these things should be private sector driven. For instance dangote refinery and petrochem will be as big as all our refineries combined. Also the one at Anambra( orient petroleum) etc.
