The best is to pray for the success of the present government as we did to the last govt when he was denied of taking over as acting and as substantive president rather than criticism. This is sophistry aimed at confusing and misrepresenting the facts, the CCB does not have any specified number of days or time to verify declared assets submitted in its forms, what the law States is that it must be submitted within 30 days of issuance to the public servant. It is crappy effort and intellectual dishonesty to say Mr President is waiting for some fictitious 30-day verification process before declaring his asset to the Nigerian public.

Nigerians refused to be hoodwinked with legal mumbo-jumbo, we understand very well what declaring one's asset to the public means, that was exactly what Yaradua and his then VP Jonathan did.... Nobody is going to use sophistry to change that... We are not stupid.

As far as the Constitution goes, there is no law forbidding Mr President from declaring his asset now to the Nigerian public, this is not a constitutional argument but one based on moral rectitude, one based on a personal promise Mr President made with the Nigerian people.

True. Politicians don't loot with their names these days, they have trustees who hold the looted funds and properties in the person's name in such a way that it will be difficult to link the politicians to the assets. So, of what use is this asset declaration ish?

Sadly it is now clear that the so-called educated youths are blinded by party affiliation, ethnicity and hate. What the law requires CCB to do is simply examine if the forms are correctly filled... where and how they get the 30 days verification window is beyond me!!

As if CCB will start telephoning the banks and asking to make sure the right amount is stated or do a valuation of properties declared.

Moreover, if Buhari is waiting for the phantom 30 days, he should have said so in his press release.

we dey watch them as them dey try twist the facts:

"1) A person elected to
the office of President
shall not begin to perform
the functions of that
office until he has
declared his assets and
liabilities as prescribed in
this Constitution and he
has taken and subscribed
the Oath of Allegiance
and the oath of office
prescribed in the Seventh
Schedule to this
Constitution."

Note where its said you can't perform your functions without declaring your assets. It means that since buhari has started to perform his functions as president,he has declared his assets. And he didn't do it publicly as promised. There is nothing like 30 days verification before its made public.

Presidential candidate of the All Progressives Congress, Maj. Gen. Muhammadu Buhari (retd.), said he would publicly declare his assets and liabilities, if voted into power.

Buhari stated this in a document obtained by our correspondent in Abuja on Thursday. The document highlights what Buhari will do in his first 100 days if he assumes power on May 29.

He said he would encourage political appointees in his administration to also declare their assets publicly.

If the APC candidate keeps to his promise, he will be the second Nigeria’s President to publicly declare his assets.

The late President, Alhaji Umaru Yar’Adua, also from Katsina State as Buhari, was the first and the only Nigeria’s President to have publicly declared his assets when he assumed office.

This action forced his then deputy, who is now the President Goodluck Jonathan, to also make his assets declaration forms available to the public.

However, since he assumed office as the substantive President, Jonathan has refused to make the forms available to the public, saying that he did that when he was serving as deputy to Yar’Adua.

Asked during a media chat whether he would consider declaring his assets publicity, the President refused, saying he did not give a damn.

But Buhari, in the document titled, “I pledge to Nigeria” also said that all his political appointees would only earn salaries and allowances as prescribed by the Revenue and Mobilisation and Fiscal Allocation Commission.

He said, “I pledge to publicly declare my assets and liabilities, encourage all my appointees to publicity declare their assets and liabilities as a pre-condition for appointment.

“All political appointees will only earn the salaries and allowances determined by the RMFAC.”

While pledging to personally lead the war against corruption in the country, Buhari also said that he would inaugurate the National Council on Procurement as stipulated in the Procurement Act.

He added that the Federal Executive Council, which he said had been turned to a weekly session of contract bazaar, would be made to concentrate on its principal function of policy making.

He said that he would also work with the National Assembly towards the immediate enactment of a Whistle Blower Act.

On the other ways to strengthen the anti-graft war, he said, “We will work with the National Assembly to strengthen the Independent Corruption Practices and other related Offences Commission and the Economic and Financial Crimes Commission by guaranteeing institutional autonomy, including financial and prosecutorial independence and security of tenure of officials.


“We will also make the Financial Intelligence Unit of the EFCC autonomous and operational; encourage proactive disclosure of information by government institutions in the spirit of the Freedom of Information Act.”

He also promised that his government would work with the leadership of the National Assembly and the judiciary to cut down the cost of governance.

On insurgency and insecurity in the country, the former head of state said that he had had the rare privilege of serving the country in the military in various capacities and rose to the rank of a major general and Commander -in -Chief of the Armed Forces, he would defend the integrity of the nation.

“I pledge, as Commander-in-Chief, to lead from the front and not behind in the comfort and security of Aso Rock, to boost the morale of fighting forces and the generality of all Nigerians,” he said.

On the fate of the kidnapped Chibok girls, Buhari said that as a father, he had been feeling the pain of the victims of insurgency, kidnapping and violence whether “they are widows and orphans of the military, paramilitary, civilians and parents or the Chibok girls.

“My government shall act decisively on any actionable intelligence to #BringBack Our Girls.”

Will the bureau also gazette the assets of all the civil and public servants in Nigeria?

SERAP urges Buhari, Osinbajo to make assets public

The Socio-Economic Rights and Accountability Project, SERAP, has urged President Muhammadu Buhari and Vice-President Yemi Osinbajo to promptly make public the details of their declared assets.

The group made the request in a statement issued by its Executive Director, Adetokunbo Mumuni, on Sunday in Lagos.

The rights advocacy group said the public declaration of their assets would be consistent with Buhari and Osinbajo’s anti-corruption credentials and their promises to the electorate.

It said the request followed the declaration of assets last week by the president and his vice to the Code of Conduct Bureau as required by the Constitution.

The group said: “we welcome the official declaration of assets by the president and the vice-president. This clearly complies with the requirements of the Nigerian Constitution as contained in Chapter 6 Section 140.

“However, the declaration before the Code of Conduct alone falls far short of the commitment to publicly declare their assets.

“SERAP recalls that the president said before the election that he would publicly declare his assets and liabilities, and encourage all his appointees to publicly declare their assets and liabilities as a pre-condition for appointment.

“We now expect the president to fulfil this promise to the Nigerian people.

“We trust that the president and vice-president will move swiftly to publicly declare their assets and to publish widely the information on a dedicated website.’’

According to SERAP, public disclosure of assets will give the general public a true picture of Buhari and Osinbajo’s assets and will send a powerful message that it is not going to be business as usual with this government.

It said the move would follow the best practices as laid down by late President Umaru Yar’Adua and boost government’s fight against corruption and impunity of the perpetrators.

“We believe that public disclosure of assets is crucial in ensuring that public officials’ personal interests including those of the president and vice-president, as the leaders of the nation, do not conflict with their duties and responsibilities.

“Public disclosure also helps to provide a baseline and means for comparison to identify assets that may have been corruptly acquired, so that a public official may legitimately be asked to account for,” SERAP added.

The group then called for amendments in the laws relating to declaration of asset to include the requirement of public disclosure to ensure it was in line with international standards such as the UN Convention against Corruption.
