I think he has a point! EPL's style of play arguably does not give room for creative midfielders to excel!
The league's top teams prefer runners and shooters in midfield (there are a few exceptions; Arsene Wenger's (Arsenal) and now Mancity).
That is why none signed an Okocha/Ronaldinho. And most Brazilians have struggled not until recently.
Only Arsene Wenger's (Arsenal) and now Mancity allow creative players to thrive.
Only Ronaldo has won the Ballon in the EPL and left for Madrid immediately.

However, the lack of creative midfielders in today's football is making a lot of strikers suffer.
Most teams do not even play a creative ten again.
Most assists come from the wings nowadays. No place for a Van Nister.. or a Lukaku again.
You have to be a creative 9 like Kane/Benzema/Jesus or a skillful winger & 9 like Mpabbe/Rashford/Salah/Gakpo/Nunez/Sanchez or a fast, rapid, jumper, instinctive 9 like Oshimen/Vlahovic or a predator like Haaland/Kolo/Moffi
