A lady locked eyes with me for awhile and after awhile I went to speak with her. I was not so surprised she asked if we had met before, She doesn't know me or have we any mutual friends. This isn't the first time a lady would do this. Am just wondering why some of them act like this after initiating some kind of interest in You. Yeah I know that very well, that doesn't necessarily mean she's interested. But I know when to tell a lady is interested in a guy with the way she would look at him and prior to this time, she has been giving me signs.

Eye-contact from a woman is a strong sign of interest. Of course this does not include instances where you're trying to steal her baby, or just pinched her butt in a bus.

Although it's a strong sign of interest, it still gives her space for "plausible deniability". It did not happen if two minutes later it turns out you are: weird, awkward, a psycho, socially incompetent, etc.

I still don't understand what you mean by her "acting like this".

She didn't act like anything. It was your job, as the male, to move the interaction in the direction you intend it to go.
