When Bill clinton had sex with moniker Lewinsky as president, there were talks of him being arrested because he abused his office but they couldn't do anything about until he was impeached. Although after his impeachment, the talks of him being arrested died down. Immunity prevent chaos. You just can't keep arresting public officials. It distracts from governance.
