The government should start from the local government down to the federal government not the other way round.

If I actually Understand him very well......... I think splitting is not the solution for the Igbo people, all we just need is true federalism..... The power has been coming too much from the federal and again, there are some things the state cannot control independently e.g Nigeria Military, if nigeria split today, you will see how southern and northern military will be waging war against one another....... Why did Ironsi refused to court-martial Emeka Nzogu? Is that how to read your history book? Who was the president to Balewa? Who was the vice to Shagari? Were they not Nnamdi Azikiwe and Alex Ekweme?
