A civil servant can seek for Leave of Absence from work for a few days to attend to issues. Do you have any evidence that he doesn't have permission and clearance to travel?
Except your own copy of the regulations is different from ours, then we may not know.

This is to suggest to u that while travelling within can be allowed without informing anyone, same cannot be said of travelling out of the country. He needs the passport for the visa and this is to let u know that the country he is travelling to needs the consent of his country.

Just shut up your mouth with issues you know nothing about. What do you mean by one month leave? is leave taking on monthly basis?
Civil Service Rules provide for an annual leave taking once a year or accumulated if not done yearly, however a person can seek and get approval for casual leave if the need arises. A civil servant however has the weekend to himself and doesn't need to account to anyone.
The question here is, have you any evidence that Sunday Karim doesn't have the permission to travel? Me think this restriction of his movement has nothing to do with civil service rule but politics.
