This is a re-run election and it was agreed that the 3 leading candidates should fight for it. Thus, its not necessarily a tie break election. Its normal for leading candidates to go against themselves once a clear winner is not produced during first round of balloting.

I dont think the umpire did anything bad. It was a collective decision by the house.
