Anambra State Governor, Chief Willie Obiano on Thursday said he will deliver three legacy projects to the people of the State in 2021.

The projects are the Anambra Airport at Umueri, the International Conference Center ICC in Awka, and the Capital City Stadium in Awka.

The State Commissioner for Information and Public Enlightenment, C. Don Adinuba, told The Nation Thursday that Obiano wanted the people to always use such projects to remember him

He said the Anambra Airport would be commissioned by April or May 2021, while the ICC with a capacity of 10,000 people and the Stadium would be commissioned before June 2021.

Adinuba said despite the paucity of funds, work had been going on in the three legacy projects 24 hours each day including Saturdays and Sundays

According to him, “the Obiano administration has done well for Ndi Anambra since its inception and these projects are very important.

Why is the government building the Airport with the State money instead of an earlier arrangement with the Chinese company? Adinuba said the agreement did not work as planned.

He said the Governor had not been sleeping in making sure he delivered the legacy projects to the people of Anambra before vacating office.
Its quite obvious that he is not aiming for the initial plan, due to lack of funds, as the Chinese firm is reluctant to finance the $2bn project. But there would possibly be an expansion in the future, when there is substantial economic boom to attract investors who are sure of its profitability. Some large airports weren't initially built that way, there were way smaller.

All Obiano needs for a takeoff of the airport is one good runway of 3.5 KM by 60 meters, a good control tower and basic terminal building like Uyo international airport terminal building. Infact, since more than 10 years of Uyo international airport operating, they are only recently begining to construct the main terminal building. Also, Uyo airport taxiway was completed many years after the airport became operational.

Then the rest of the taxiway, permanent terminal building, cargo warehouses and other facilities will continue to be added as the airport develops.

Both major airports in southern Africa had a 3.5 KM by 60M runway, control tower and very modest terminal building. Thus they safely received flights by Jumbo jets from America, Asia and Europe for many decades.

A good international airport main requirement is a concrete-base with asphalt overlay runway of atleast 3.5KM by 60M, control tower and a basic building to process arrivals and departures. The initial terminal building can even be a bungalow and it will become the cargo terminal in the future when the final terminal building. Good spacious glassy terminal buildings are just for the comfort of the passengers and prestige which can be added in time.

Let me help you wake up to reality. An airport takes more than 2 years to build. It will cost over 30 billion to complete. The annual capital budget of Anambra State is around 40 billion. They have allocated just 6 billion this year. He does not have 34 billion to complete it next year.

Again a sensible governor would have focused on the ICC as the most important and dualizing roads in the cities. But Obiano has idiots for advisors and prostitutes for town criers.

If he completes the airport next year I will give you 100k. If not, you better go and hide your ugly face because...

Which initial plan? . Obiano has NO PLAN. You don't build an airport without feasibility study, ESIA, funding MODEL. The Chinese walked away because the project makes no economic sense.

An airport like Lilongwes or Gaborones will cost at least 50-100m dollars or 22-44 billion naira. ANSG allocated just 6 billion or around 15m to it this year. That is just 25% of cost at minimum. No way the airport will be built in the next one year.

It needs to be a freeway indeed with no direct roadside access. Almost all Nigerian highways are not freeways. 2019 ASVI: Lagos still leads in IGR

Lagos State has continued to lead the rest of the 35 states and the Federal Capital Territory in the generation of internal revenue (IGR), raking in as much as 20 states combined.

According to the Annual States Viability Index (ASVI) for 2019 released by the Economic Confidential, 7 states were insolvent, considering that their IGR for 2019 fell below 10 per cent of their receipts from the Federation Account Allocations (FAA) in the same year.

Lagos alone generated as much as N398bn.

The carefully and painstakingly computed index proved that without the monthly disbursement from the Federation Account Allocation Committee (FAAC), many states remain unviable and unable to survive without the revenue, mostly from the oil sector.

The IGR are generated by states through pay-as-you-earn tax (PAYE), direct assessment, road taxes and revenues from ministries, departments and agencies (MDAs).

The IGR of the 36 states of the federation totalled N1.3 trillion in 2019, as compared to N1.1 trillion in 2018, an increase of about N200 billion. The report by the Economic Confidential, an intelligence magazine, further indicates that the IGR of Lagos State of N398bn is higher than that of 20 other States put together whose Internally Generated Revenues are extremely low, and poor compared to their allocations from the Federation Account.

Meanwhile, the Federal Capital Territory (FCT) Abuja generated N74bn IGR against N30bn from the Federation Account in the same period.

Lagos remained steadfast in its number one position in IGR with a total revenue generation of N398bn, compared to FAA of N270bn which translate to 147 per cent in the 12 months of 2019. It is followed by Ogun State, which generated IGR of N70.92bn compared to FAA of N92bn representing 77 per cent; Rivers with N140bn compared to FAA of N219bn representing 64 per cent and Kwara State with a low receipt from the Federation Account has maintained its impressive IGR by generating N30bn compared to FAA of N80bn, representing 38 per cent.

Others with impressive IGR are Kaduna, with IGR of N44bn compared to FAA of N129bn, representing 35 per cent; Enugu generated N31bn compared to FAA of N103bn representing 29 per cent; Ondo with IGR of N30bn compared to FAA of N103bn representing 29 per cent; Edo with IGR of N29bn compared to FAA of N108bn representing 27 per cent; Anambra with IGR of N26bn compared to FAA of N98bn representing 27 per cent while Cross River State earned N22bn IGR against FAA of N99bn representing 25 per cent.

These 10 states recorded an impressive IGR-generated N894bn in total, while the remaining 26 states merely generated a total of N440bn in 2019.

While most states have approved their collections, 7 of them have particularly remained poor, generating less than 10 per cent, compared to 17 states in 2018.

Leading that pack is Katsina, with the poorest and lowest IGR compared to its federal allocation in 2019 – realising a meagre N8bn compared to a total of N136bn ‘free money’ received from the FAA in 2019, representing 6 per cent. Kebbi, is next, with IGR of N7.3bn compared to FAA of N100bn, representing 7 per cent. Borno has N8bn, compared to FAA of N121bn, representing 7 per cent and Taraba with IGR of N6.5bn compared to N86bn of FAA, representing 8 per cent.

Others include Bayelsa, the home state of former President Goodluck Jonathan with IGR of N16bn compared to N176bn of FAA representing 9 per cent; Yobe with IGR of N8.4bn compared to N88bn of FAA, representing 9 per cent and Gombe with IGR of N6.8bn compared to N75bn of FAA representing 75 per cent within the period under review.

These states, no thanks to a lack of initiatives for revenue generation, coupled with arm-chair governance, have found it difficult to attract investors due to socio-political and economic crises – insurgency, kidnapping, armed-banditry and herdsmen-farmers’ clashes.

Only three states – Kwara, Kaduna and Kano, in that order – in the northern region could generate 20 per cent more in comparison to their respective allocations from the FAA. They are Kwara, Kaduna and Kano States in that order.

Meanwhile, 10 states in the South – Lagos, Ogun, Rivers, Enugu, Ondo, Edo, Delta, Anambra, Cross River and Delta states – recorded over 20 per cent IGR in 2019.

Only Bayelsa recorded less than 10 per cent compared to their FAA in the South in 2019. The other poorest IGR states are Yobe, Gombe, Borno, Taraba (Northeast), Katsina and Kebbi (Northwest).

I would also love to see the rendering image of the stadium but my haunch is telling me it could be one of these mini stadia that was built in u Okigwe by Rochas or the one under construction currently at Nsukka by Gburugburu.


I hope they disappoint me and produce something unique. But I am sure that stadium will not be completed before Obiano leaves office because of timeframe.

I don't know why you all are always interested in Anambra matters, I remember when Umahi visit the ongoing projects in ebonyi including the international airport says it will be ready by 2022 Because of fund issues, no one talks, everybody keeps shut.
But yesterday Gov. Obiano says that his legacy project will be ready in 2021, the international airport will be commission by April, 2021 while ICC and Capital city stadium will be commission b4 June 2021, they didn't complained about fund issues, rather they says that the airport project didn't worked as planned with the Chinese company.

That's what u are competing here, instead of praying for more strength for the projects to be completed and deliver as scheduled

Anambra State Governor, Chief Willie Obiano on Thursday said he will deliver three legacy projects to the people of the State in 2021.

The projects are the Anambra Airport at Umueri, the International Conference Center ICC in Awka, and the Capital City Stadium in Awka.

The State Commissioner for Information and Public Enlightenment, C. Don Adinuba, told The Nation Thursday that Obiano wanted the people to always use such projects to remember him

He said the Anambra Airport would be commissioned by April or May 2021, while the ICC with a capacity of 10,000 people and the Stadium would be commissioned before June 2021.

Adinuba said despite the paucity of funds, work had been going on in the three legacy projects 24 hours each day including Saturdays and Sundays

According to him, “the Obiano administration has done well for Ndi Anambra since its inception and these projects are very important.

Why is the government building the Airport with the State money instead of an earlier arrangement with the Chinese company? Adinuba said the agreement did not work as planned.

He said the Governor had not been sleeping in making sure he delivered the legacy projects to the people of Anambra before vacating office.

The Akanu Ibiam Airport in Enugu was in the news again this week for the wrong reasons. Indications are that the 30 August 2020 date scheduled for its reopening may not materialise given the situation on the ground. It got worse Wednesday 12 August 2020 as Citizen John Emejulu, an architect and developer, vandalised the fence of the airport to establish his claim to part of the land forcefully.

One error soon built on the first. Aviation Minister Hadi Sarika visited the site of the destruction of 2kms of fencing and declared a fatwa on Emejulu. He stated: “This will certainly be the end of this kind of recklessness. We will not forgive him. The Chief of Staff will direct all that is involved in this kind of arrangement, the Inspector-General of Police and the Director-General of the DSS (Department of State Services) to do the needful and bring him to book.

“I am incredibly sad. It is very wrong, and we must seize the opportunity and deal with him summarily to serve as a deterrent to others. We are not in the Banana Republic. We are in a federal republic governed by laws. Certainly, this is not acceptable, and we are capable of rising in defence of national assets.”

The Enugu State Government then turned it into a farce on Friday morning. Officials of the ENSG descended on and destroyed the home of Mr Emejulu with all his properties in it. It reminded of the destruction of Odin in Bayelsa State by soldiers that then-President Olusegun Obasanjo sent to avenge the killing of two soldiers.

Emejulu acted with impunity even as he had a court judgement in his favour. He did not seek peaceful means of getting value for the judgement. But what about the state government? Should petulance and vindictiveness be part of state policy and reaction to the misdeed of a citizen?
Minister Sirika is optimistic that the Federal Government and its contractors will finish the repair works and redevelopment of the Enugu Airport. It will be a surprise most pleasing to citizens who use the airport. Significantly, it will be a political positive for the PMB administration as the matter of the redevelopment of the Akanu Ibiam Airport has assumed an intense political dimension. It has taken one year to fix the Akanu Ibiam airport. Groups in the South East compare the development with similar airport closures at Nnamdi Azikiwe Airport Abuja and the Kaduna Airport, and they feel short-changed. Both Abuja and Kaduna Airports took shorter duration to fix. The fifth international gateway in Nigeria should reopen in September, so the businesses and citizens can recoup their losses.
Airports are topical in the states of the South East. Three states have embarked on airport projects with varying degrees of project implementation. These are Abia, Anambra and Ebonyi. The governors of the states speak with confidence about the desirability even imperative of the airports.

The project execution model for the Abia State airport is a hermaphrodite otherwise clothed in the garb of a Public-Private Partnership. Government has forcefully acquired lands in Ngwaland and Ikwuano and Olokoro, Umuahia. Governor Theodore Orji commenced the project. Current governor Okezie Ikpeazu swears by the project and has appointed an Abia Airport Project Team with Chief Philip Orjiako as chairman. In March 2020, Ikpeazu said he looked towards breaking grounds in April so he could realise the project before his administration expires.
Orji, his predecessor, made similar audio proclamations before he left. Okezie is a governor that has failed to complete a simple flyover in Aba over four years or to cleanse the rot in the state’s most central city waxing on the more elaborate and expensive project of building an airport.

Project execution is the robust suite of Ebonyi State governor Engineer David Umahi. He has demonstrated competence in delivering infrastructure in the state, some needful and others futuristic, such as the International Market in Abakaliki that is mostly empty.
Abakiliki is 75km from Enugu, just a drive of an hour and twenty minutes. It is a whistle-stop from the Akanu Ibiam Airport. Enugu Airport is one of the under-utilised airports run by the Federal Airports Authority of Nigeria. Ego more than economic viability must be the principal driver of the construction of this airport.

Governor Willie Obiano is similarly committed to the building of an airport in Anambra State. Or so he has claimed for three years since he unveiled the project in April 2017. Like Abia, construction of the Umueri International Cargo Airport is under a PPP arrangement. Anambra Airport City Infrastructures Limited oversees the project and has allocated 75 per cent equity to Elite International Investments, 20 per cent to Orient Petroleum Resources Limited and five per cent to Anambra State Government. The initial claim was that Chinese firm Sinoking International would build the airport at no cost to the state government. It was audio.

Anambra budgeted N6b for the airport in 2020 while work commenced in late 2019. Note that Asaba Airport is 31.7km from the proposed Umueri Airport while Owerri is 92km away and Enugu is 103km away by road.


Records of the Federal Airports Authority of Nigeria (FAAN) shows that most airports in Nigeria are loss-makers. The People’s Airport in Owerri is one of the loss-makers. Built on a strong wave of populism and anger at marginalisation, the zeal of the people has not manifested in patronage at the Sam Mbakwe International Cargo Airport. It generated a revenue of N1.25b over the three-years 2017-2019 but spent N2.50b., losing N1.42b. Margaret Ekpo International Airport Calabar incurred a deficit of N1.94b.

Akanu Ibiam Airport consistently ranks fifth in the country in passenger traffic. It stood at 342 000 in 2018. It is grossly underutilised as is the one at Owerri.

Are these airports necessary or justified? The South East does not need more airports. Not at least for another ten years until there is an increase in traffic and better use of the two airports in the region. Passenger traffic is a function of the level of economic activities. Here is an area that the records show attracts the least FDI because of the failings of government now expending resources wrongly.

There are competing priorities. They include the absence of world-class facilities for healthcare, education, and even potable water in the cities of the South East. There is no pipe-borne water in Enugu or Onitsha, for instance. As the world races steadily online, one would expect a programme to ensure that the states of the South East embrace digital in all its ramifications including equipping the youths of the region, making schools digital compliant and running governments on a digital platform.

White elephant refers “to an extravagant, impractical gift” that becomes a burden. The phrase is said to come from the historical practice of the King of Siam (now Thailand) giving rare albino elephants to courtiers who had displeased him so that the animals’ upkeep costs might ruin them,” the dictionary says.
The South East does not need the white elephant of airport projects. The governors should find other signature projects for their egos.

Records of the Federal Airports Authority of Nigeria (FAAN) shows that most airports in Nigeria are loss-makers. The People’s Airport in Owerri is one of the loss-makers. Built on a strong wave of populism and anger at marginalisation, the zeal of the people has not manifested in patronage at the Sam Mbakwe International Cargo Airport. It generated a revenue of N1.25b over the three-years 2017-2019 but spent N2.50b., losing N1.42b. Margaret Ekpo International Airport Calabar incurred a deficit of N1.94b.

Akanu Ibiam Airport consistently ranks fifth in the country in passenger traffic. It stood at 342 000 in 2018. It is grossly underutilised as is the one at Owerri.

Are these airports necessary or justified? The South East does not need more airports. Not at least for another ten years until there is an increase in traffic and better use of the two airports in the region. Passenger traffic is a function of the level of economic activities. Here is an area that the records show attracts the least FDI because of the failings of government now expending resources wrongly.

There are competing priorities. They include the absence of world-class facilities for healthcare, education, and even potable water in the cities of the South East. There is no pipe-borne water in Enugu or Onitsha, for instance. As the world races steadily online, one would expect a programme to ensure that the states of the South East embrace digital in all its ramifications including equipping the youths of the region, making schools digital compliant and running governments on a digital platform.

White elephant refers “to an extravagant, impractical gift” that becomes a burden. The phrase is said to come from the historical practice of the King of Siam (now Thailand) giving rare albino elephants to courtiers who had displeased him so that the animals’ upkeep costs might ruin them,” the dictionary says.

The answer is that they know this airport is different than all the others they have tried in vain to compare with it. They know being so close to Onitsha and perhaps will finally be known as Anambra International airport, Onitsha, this airport has fantastic indicators for massive growth quickly. They also know that Onitsha business people often use Lagos airport and by now you get the drift?

The airport was approved, the Anambra state government in spite of all hardship has decided to do whatever it takes to build it. So leave them to do what makes their state grow. Nobody is criticizing Dangote refineries in Lagos using similar silly arguments that underperforming refineries exist in Port harcourt, Warri and Kaduna, therefore Dangote's refinery in Lagos will underperform. Everyone knows that refinery is different. Same with the Anambra International Cargo airport.

I’ve said it before and it bears repeating now, the biggest singular tragedy facing Ndigbo is the tragedy of leadership.

What you are seeing here is the GREATER ONITSHA WATER SCHEME borehole site in G.R.A, Onitsha, Anambra state. This is a World Bank assisted project aimed at providing RUNNING WATER to Onitsha and its environs. As in, you come home and open your tap and water will start running just the way it is in those places we refer to as saner clime.

In 2013, the then govt of Peter Obi paid the sum of 1.8 Billion naira to a South African company, Peterson Candy International to resuscitate the Water Scheme.

The then state Commissioner for public utilities, one Chief Emeka Nwankwu equally announced that they’ve secured a letter of credit for $700 million for the GREATER ONITSHA WATER SCHEME.

The sad thing is, as I type, most parts of the GREATER ONITSHA WATER SCHEME boreholes site have since been sold off to private individuals. The sales started last year. The implication is that the city of Onitsha may have lost a golden opportunity of having running water in over 3 decades.

At first, I thought the destruction of some of the boreholes supposedly by those who bought lands there was going on without the knowledge of the state govt, never mind that the Onitsha governor’s lodge where the state governor has been staying for over 3 months now shares a fence with the site.

So I reached out to the state chairman of physical planning board, Barrister Chike Chukwuweike who refused to respond to my question.

In responding to my WhatsApp message, the state Commissioner for public utilities, Mr Emeka Ezenwanne denied the sale of the Water Scheme site but didn’t give further explanation even as heavy duty equipment keep destroying some of the boreholes.



And I would have believed the Commissioner except I know some of the people who bought land there just as I know some who acted as land agents.

What this means is that all the 1.8 Billion paid by the previous govt is now gone. All the financial support already given and yet to be given by the world bank for the scheme gone.


Just because we have leaders who think of nothing but selling everything just to have enough money to spend as they wish.

Check the whole of Igbo-land and tell me just one city you can beat your chest and say yes, this is it! Go to Enugu, to get water, you have to speak long grammar with water tanker drivers with all their ‘shakara’.

In Onitsha, you will see someone carrying 50 litters of water to climb 5 storey building in Awada. And a governor is busy selling off a World Bank assisted water scheme site.
