If you know you know. Trudeau is actually happy. He was only arm twisted to support the pipeline by Alberta and Sask (my province). Same provinces the Keystone XL pipeline is passing through before it crosses the border. These two very conservative provinces do not have any Liberal member of parliament anyways and do not have enough seats to determine how the country should be directed at the federal level, so Trudeau could care less.

See below (screenshot 1). That is a discussion from a WhatsApp group I belong to. Trudeau knows what he is doing. He initially dragged his feet for over 3 years or so and ensured lots of court cases and environmental regulations restricted the Keystone XL project from going ahead, while at the same time championing the Paris Accord.. Now it's no longer his fault that the pipeline isn't going through since he can just pass on the buck to the US gov.

Note that Obama blocked the same pipeline, and he is very good friends with Trudeau till this day. Obama blocked the pipeline in 2015 and was given an hero or rockstar welcome to Canada in 2016. He was given several standing ovation by the Canadian Parliament. Erin O'Toole, the Conservative leader in Canada can see through Trudeau's hypocrisy (see 2nd screenshot)
