If you argue that Kamala Harris is not to blame for her slaveowner heritage then by the same logic whites descended from slaveowners aren’t to blame either. So why exclude her when talking about reparations? If you say it's because whites enjoy the present effects of past exploitation, so does Harris. She should also pay!

I think you are after a perfect person. Thankfully, just as she augments Biden will she be augmented by the more competent and superior staff of the Federal Government of the United States so I'm sure she will do much better.
