He could have done more actually but the Al Majiri system is deeply rooted in the north and the state and local governments have a great role in tackling it.

He said that, going by the constitution of Nigeria, the almajiri issue is meant to be handled by the local governments. They are in charge of primary school education.

If the state governments do not give the local governments enough money, then it is the duty of the local governments to scream and let Nigerians hear them.

Buhari says that he knows a lot about this and he mentions solutions that were proferred in the past, eg. grazing reserves.

Kadaria says that those solutions don't seem to have worked because the problem still exists.

Buhari said that he expected the state governments to enforce the law and do what is right (eg enforce the grazing routes). He says that the states are the ones that own the land. He refers to the situation in benue where the government said that they don't want the cows, but he said that's difficult to enforce. He also said that the cattles are moving to the extent that they've gotten to Bayelsa. What next? Will they end up in the ocean?

So basically, what Buhari and Osinbajo are saying is that the Federal government can't do anything about the Farmers and Herdsmen clashes.

This country is messed up

It would have been better if Mr President is shielded from this kind of embarrassment by the handlers.

I mean you know what they say about suspecting one to be dull until he opens his mouth and confirms the suspicion. That is the case of Mr President right now

Infact, am not part of the government nor have any facts and figures. But I can outshine buhari anyday anytime, even when woken up from sleep.. the dude is dull.

Here has not been able to answer A Question completely without Osinbajo jumping to help him answer it now

Osinbajo says that state governments own land (the federal government are not in charge of land) and they will provide land for watering holes, etc. He says that he was the chairman of the committee that was set up to investigate and manage the problem. He says that the goal is to stop grazing in future, but it cannot be stopped at once. He said that the state governments have also realised that it can't be stopped at once, so some of them will provide land for grazing and watering.


Kadaria asks if there's a policy to tackle desertification and Osinbajo says that they are working with countries to the north of Nigeria (Niger, Chad, etc.) to tackle the problem.
