For a region struggling with millions of out-of-school children, with their young women lacking access to effective contraception, organising mass wedding isn't an achievement. Many of these couples will soon start breeding children they don't have resources to cater for.

Marriage isn't compulsory. You mentioned US and UK forgetting that many of their citizens aren't interested in getting married and also all their young women in their reproductive years have adequate access to effective contraception. Their citizens who are on benefits are usually those who don't have jobs (usually the elderly and infirm, but also some able bodied young people who have refused to work). They are able to have people on benefits cos they are wealthy countries and can afford to give their citizens free money.
Is Nigeria anything close?

Nobody is talking about HIV rate here. You don't need wedding plans/ceremony for people to do HIV test. With adequate enlightenment, more young people can be encouraged to go and get tested. Government also doesn't need mass weddings to make HIV testing free.
Mass weddings will make fighting poverty very difficult, which is one of the major things that fuel terrorism and banditry.

Is there more immorality in Nigeria than the US and UK? How many times have you heard of mass weddings in any developed nation?

So marriage is now a tool for stopping immorality, not minding whether the men concerned have jobs or the means to take care of homes? Your concern is about stopping immorality while extremely poor families are being set up and many kids are being born who can't be provided for by their so called parents.

Have you ever seen it written anywhere that mass marriage is one of the means of HIV control? Are there no standard HIV control strategies anymore?

By the way, many HIV positive people who are diagnosed early and are on treatment have far better quality of lives than those poverty ravaged young children who happen to be unfortunate products of the mass weddings. Their husbands will feed them; the women, mostly widows and spinsters without support, are not given out in marriage to men who cannot support them but only to men willing and able to take care of them.

In that way their communities are alleviated of the economic burden of such women along with the attendant unwanted prevalence of immorality and other social vices, such as: fornication, prostitution, STDs, baby factories, bastards etc.

a committee must have been set up to make sure most if not all the groom have a job doing(though some might not be lucrative enough) so this programme is to assist and will possibly curb those marriage expenses,and thereby ease the family life for the beginners.thanks..
