Not everybody can use the summon, you need to sign a contract before you can use a summon.

i remember sakon saying sumtin about it but its being a long time i cant remember what he said.yes of cus u need to sign a blood contract to use it.i think sakon introduced it 2 him

am just wondering does the size of your summon determine how powerful a shinobi is ? Cos i have seen the legendary sanin summonings and other shinobi summoning and i see a big difference in size,intellect and power.
