You don't transfer cash via post. In many countries, it's an offence. There are hundred of ways to move money. Why use such a silly method? Your brother can purchase bitcoins on his local p2p Bitcoin site and send to your wallet to sell to Naira. Sending money inside a parcel? It's criminals that do that.
