During Jonathan’s government , he still employ a Fulani Muslim as the INEC chairman because he believes more in one Nigeria and that was his downfall. Buhari can NEVER use a Christian from the South as INEC chairman.

In Jonathan's time, President: Jonathan, Senate President: Mark, COAS: Ihejirika, except for head of judiciary, I am not justifying Buhari's sectionalism but to juxtapose the two regime for objective criticism, it is a mischief to point out post held by northern Moslems but choose to ignore those held by Christians/southerners

The INEC chairman is a Fulani Muslim under GEJ. Those are strategic key position.
