Abba Kyari graduated with a Bachelor of Arts Degree in Sociology from the University of Warwick, England in 1980.

He also possesses a Bachelor of Arts Degree in Law from the University of Cambridge, England and was called to the Nigerian Bar after attending the Nigerian Law School in 1983.

In 1984, he obtained a master's degree in law from the University of Cambridge.

He later attended the International Institute for Management Development at Lausanne, Switzerland and participated in the Program for Management Development at the Harvard Business School, in 1992 and 1994.

If you were not slow, you would have seen the same article said he was in attendance with the minister of power.

If you weren't biased, you would have quoted others who made highly irrelevant and irresponsible posts on this same thread.

If you weren't obtuse, you would have realised Kyari is more qualified than anyone in your home.

The report says they are going there to fine-tune details of the agreement. Fine-tuning will involve modifications which will require assent. So who gives the assent at that juncture? The CoS or the minister? How will the president give authority when he's not there. Abi na futuristic authority him don give Kyari ni?

What's the president's business in this matter? The meeting is even beneath the COS and the Minister, this is normally done via senior officials from the ministry.

Is this matter between the FG of Nigeria and the FG of Germany?

The president delegates and the issues and parameters are there to work with and if they need further clarifications, the president is just a phone call away so what's your headache here?

You people need to curb your needless rants over irrelevant and meaningless issues because you sound ignorant sometimes.

Lol... grin Shaking my head vigorously for you!

1. kindly point out to me where the report says they are there to sign an agreement?

2. Let's even assume an agreement is to be signed, where exactly was it mentioned that it must be signed there and then?

3. Most importantly, assuming an agreement needs to be signed there and then, does the presence of the minister for power in that meeting not mean anything to you?

The journalist who penned down that report and deliberately placed Abba Kyari's name in the title really caught your mumu button; the hatred you have for the Kyari is probably working on you like a potent juju, cos I can't rationalise why any normal person would still be arguing this. Or could it be you're a woman? Cos only women can sustain meaningless arguments like this (apologies to the ladies in the house).

Go back and read the OP for answers to your questions. You should have read the OP and digested before forming defender of the universe.

Of course the minister can sign. Which begs the question what Kyari is there for? Or is he there to interpret the agreements to the minister?

Typical of you to jump in without understanding. Why don't you read the OP which clearly states they are there to fine tune the agreements entered into by the president with Siemens. You could have also read that they agreed to meet govt to govt with no middlemen. Read bro. Read

The COS can be wherever the president wants him to be, his presence as the president's COS directly from the President's office sends a powerful message and assurance that the issues being discussed means a lot to the president and Nigeria in general, this is what presidents do, I'd understand your illogical and ignorant rant if the COS was there on his own without the minister in charge and ministry technical officials.

I'm really proud and happy that the president sent the COS to participate, it's a sign of seriousness and top Nationa Priority, something that flew over you hateful people's head since all that concerns you ever is negativity, idle nonsense and petty rants.

You, people, need to stop embarrassing yourselves with your baseless, hateful, ignorant and unpatriotic noise because it's getting really stale, annoying and pathetic.

Kindly give names of former presidents who have sent the CoS as message of assurance. In case you don't know, constitutionally, aside from the president, the next high ranking official in Nigeria's power sector is the minister for power. The CoS has no recognizable power from the constitution. The presence of the minister for power should be enough assurance. Kyari has no business there.

From now till 2100, will we be asking the Italians, Brits, Germans, Indians, Chinese, Japanese, Koreans to build our things. When are we going to train our own manpower and support our industries to create the things we use? We can't keep selling natural resources to buy goods that add value to other countries.

You should have first shown us where it's against the law, against the Nigerian constitution and international norms for presidents to assign and delegate duties to the people under him and public officials in general.

Who is the COS that the president can not assign him to do anything? Are you people really this shallow and clueless?

Huawei row: Trump chief of staff to meet Dominic Cummings

Mick Mulvaney is expected to demand that UK drop Huawei from 5G networks

Donald Trump’s acting chief of staff is set to meet Dominic Cummings in Downing Street on Wednesday, when he is expected to demand that the UK rethinks its decision to allow Huawei a role in supplying 5G technology.

The critical meeting between Mick Mulvaney and Johnson’s chief aide comes amid speculation that the White House wants the UK to commit to removing the Chinese company from British mobile phone networks in three to five years’ time.

Mulvaney’s Downing Street meeting is the centrepiece of a two-day visit to the UK during which he will also address the Oxford Union debating society. He is expected to meet other British politicians and experts concerned about Huawei, and is leading a delegation including Robert Blair, the White House’s special representative for international telecommunications policy and the lead US official with day-to-day responsibility for Huawei

https://www.theguardian.com/technology/2020/feb/17/trumps-chief-of-staff-to-meet-cummings-for-huawei-5g-talks

Above is your answer, pay attention to the highlight if you know how to read and comprehend, Robert Blair is the White House’s special representative for international telecommunications policy and the lead US official with day-to-day responsibility for Huawei, but to he did not lead that delegation to the UK to stress America's point of view, Trump sent his own COS to lead that delegation to stress the importance and let everybody know how critical the issue is to the president of the USA and America.

The fact that you people sit unexposed to international affairs and relations in your village doesn't mean you can open mouth to criticize everything.

All you people do with your rants is basically letting us know how ignorant, embarrassing and pathetic you sound.

I read everything word for word so tell me what's in the article apart from the fact that the president sent his COS to be part of critical national issue delegation, please tell us what's different.

And what exactly is the meaning of government to government?

Is the president's COS not a government official sent to participate in official government business?

Who's the middleman? Is he not government official? Or middleman is his official government title?

Everything you posts reeks of ignorance.

Please, stop posting because it's getting too embarrassing.
