I really think 4 is the one at fault .if u check the picture well,u will notice that 1 and 3 are in opposite direction to each other.therefore they are not overtaking at all and 2 is behind 1 which means he is on the right lane but 4 on the other hand is one trying to over take 2.

All of them are at fault...if you want to overtake...do so from the left hand side of the vehicle u want to overtake...if your speed limit is too low...shift goto the right hand side so that a faster vehicle can overtake you...so in the above scenario...the two slow vehicles are on the wrong lane and the two faster vehicles are overtaking from the wrong lane too...

Only 3 is at fault. The white line allows 2 to overtake but not not permit 3 to overtake... A lot of people don't know driving sign rules.. So it's expected that 80% won't get it right....
