For me and some men, we don't have problem with that and are discipline enough to respect them but that doesn't mean we don't have men who can't and are not that discipline.
I don't believe we should act as if all is well with what some ladies wear (of course, it's none of my business) and dressing proper will go a long way in reducing rape in my own opinion.
