i don't seem to understand you well
but from my own humble opinion, the cup before entering cup 2 is small, whereas the other is larger. So looking at it critically you'll see it's 2 that will be filled first.

2 will have to wait till the bottom glass is filled before it comes up to the glass supplying 2 and the dot connecting those glasses is also narrow it will take time, 4 will recieve directly once it get to the gauge and if you sum the glasses together they are the same size with glass feeding 4

Its glass 4 because the glass that links glass one and two has another glass under it hence all the fluid goes into it while the order way glass 4 will be the 1st to get filled

For Glass 4 to be filled , the recepticle must maintain a much higher volume than that serving 2.

but the pipe through wish the fluid is passing through is the same

The cup that would full first is the smallest cup in the middle of. 1 and 2

The first to be filled is 4, then 2, 1 and 3.....
Check it again closely

If you clearly observed the picture , the bottle itself is not opened . Hence no glass is filled in this case.

This riddle is more on observing details rather than thinking logically.
