That's essentially what they are doing, but you cannot make changes against the will of the people. Governments in Northern Nigeria have tried to ban the almajiri system, but they've failed because the people are against such bans. Therefore the government is integrating it with the regular school system, but the people will still have the name that they want.

(Remember that this is a democracy, not a dictatorship and you can't ignore the will of the people and impose whatever you want).

Democracy requires good leadership, if Awolowo was able to convince a backward Yoruba region in the 1940s, that universal primary education would transform development in that region.

I see no reason why the Northern political elites that have been at the helm of affairs in Nigeria, cannot provide a convincing argument to Northern Nigerians that secular modern education is the panacea to ending poverty and underdevelopment in Northern Nigeria.

If the North continue operating programmes that provide inferior education to Northern Nigeria they will continue to fall behind and swell the rank of Nigeria that have limited skills beyond Okada ridders and manual farmers.

I was recently watching the Security Analyst on Channel Ladi Thompson quotes a section in C.O Taiwo book: Taiwo, Cornelius O. (1980). 70 years in The Nigerian Educational System: past, present and future

@37 minutes Ladi Thompson highlighted the impact of the Northern Nigeria education system on Nigeria as projected in Taiwo 1980 book.

1906 Education gap between Northern Nigeria and Southern Nigeria was 50 years in favour of the South
1980 the gap was 75 years in favour of the South
1990 the gap will be 100 years, the moment the gap reach 100 years the result will be too gruesome for Nigeria, well we can now see the consequence and neglect across Northern Nigeria and to some extent in SW.

Chief Awolowo did not have to confront opposition based on religion. People behave irrationally when religion is in the mix. Rational arguments do not work.

That's why are highlighted the importance of leadership to overcome irrational cultural behaviour. In 2000 at the dawn of Nigeria new democracy experience, Northern political leaders introduce political Sharia law and hisbah police at a time when universal modern education was needed, the consequence is now the complete collapse of the Nigerian state.
Religion can work both ways, Iran is a theocratic country with a literacy rate of 84.6 %

Which country has the lowest literacy? As of 2018

Countries Overall Literacy Rate Male Literacy
Guinea 30.4% 38.1%
Burkina Faso 36% 43.0%
Central African Republic 36.8% 50.7%
Afghanistan 38.2% 52.0%
North East (Nigeria) 41% 50.5%
North West (Nigeria) 44% 59%

That's because in Iran the Mullahs control state power and have done since 1979. Do the Mullah's control state power in Nigeria? People have been talking about banning the Al-majiri system, an action that will see the Mullahs (called mallams in Nigeria) lose money and influence and you think they'll go with it.

Do you remember when the Financial Reporting Council tried to make churches adopt good corporate governance practices and to be financially transparent? Do you remember that the government eventually had to back down. If you know why the government had to back down then you'll know why attempts to ban almajiri education has failed.

That's why this strategy has been adopted. It's a strategy that's designed to ensure that the Mallams are trained and certified so that they can be employed by the government and draw a salary from government.

Who is the most powerful person in Iran today? Ayatollah Ali Khamenei, a mullah, a Marja. Is that the case in Nigeria??
