Well its normal for a tenant to owe rent but its abnormal for your landlord to take such extreme action, what i will like you do is to find out if your landlord carry out the action in the presence of any law abiding officers maybe Police if not he is totally wrong and you can sue him for same... but if he did inform the police before the action and they gave him go ahead then you are at a disadvantage. If you found out that he just take action to his hand without informing the police then you have right to sue him and claim anything that is lost but you will also have to prepare to pay your due rent also.
