Lolz. Seems you misunderstand the word credibility in this particular context.

The voting system is based on individual opinion and choice rather than credibility. I can decide to vote for a person cos I like him, even though he might not really have deserved it.

I think the only way to get it right, is to set aside certain persons who would specialize in the Analysis and Decision making.
