I think what u should do is to tell your brother not to collect his call-up letter. The best option is redeployment, start working on that now. But during my time sha, I had friends who never stepped into camp or even come to collect their cert on POP but were given later. All these are possible with the right channel.

He can even forfit his allowee and they would be marking his nysc cards while he stays put at home . There is alwayz a way to go about things.

Funny enough, nothing might happen to your brother if he decides to stay there and serve. Never doubt the power of God. Just make sure he lives in a safe residential area where correct people live and influence his posting to a decent company close to his home.
