Yes he can and I think now, you don't have to apply for a separate work permit unlike before. He should check if this is true. Though the limit for the work permit is 20 hours per week in school session and no limits during holidays.

Besides, if he is middle-aged (at most 35), why not go for the Canada PR Express Entry program instead? He should be able to get above the minimum points (67 out of 100) and will just need to read and get above 8 band for IELTS which he can surely prepare for and make.

In some low tuition University in Canada like the University of Victoria, it's enough. Remember he will still be working part time

I usually advice one gets some work experience so as to be able to get AND GIVE more during their Masters. There is still a lot about the world of work that you don’t know until you worked, preferably in a well paying job, which o expect should have some quality structure and people you can learn from. You can always defer your masters and pick up later . Maybe save towards your masters and/or establish a business in the process. All the best.

Canada has become very strict with student visa applications from Nigeria. Chances of you getting rejected are extremely high.

5m can't even show proof of ability to take care of your living expenses for even a month after paying tuition and other school fees.

British Council does it! You can Google them and research the prices. You can also get books on it and even watch some YouTube videos. It is not a one day thing but what one plans for and one needs to accept the fact that one might not get 8 bands on it at first. So one has to set some money aside for it.

Majority of schools don't require IELTS or other English proficiency test if you are from Nigeria or any other country whose first language is English. Study permit is automatic work permit too

Take the high-paying job in Nigeria. That your 5m is not enough for an MSc programme in Canada (considering school fees, living costs etc.) That money can be used for many other things in Nigeria including getting an MSc degree.

Your work experience at the federal job, MSc (if you decide to do it in Nigeria), and good savings MAY come in handy in about 3 years if you're still interested in moving to Canada.
