The simple reason why dollars are not being paid from our oil revenue is because the cost of subsidy has risen due to the rise in crude oil prices.

In order to keep fuel prices down and at the same time pay the debt incurred from the prolonged period of low oil prices,the money has been going to pay for subsidy and our debts.

In March 2021it cost 231 naira to bring in one liter of fuel. In June 2021it cost N261. Last month it cost 330 naira. The cost is still rising because crude went up from unclder 70 dollars in June last year to over 110 dollars in March this year. As crude rises, so also the cost of refining one liter of fuel, and thus the subsidy.

If there is one thing Buhari should have done , it is to have removed subsidy in total in 2015, or better still supported GEJ in 2012 when GEJ wanted to remove the albatross around our neck then. By now we would have not had this problem. In a way it is Buharis fault ultimately.

Subsidy cost has risen. That is why we don't have money to spend. And yes, the IMF has been yelling at us about this for over 3 decades. We no hear.Buhari too no hear. In January he refused to remove subsidy because APC would lose next year. See where we are now. All our money is feeding the subsidy monster

The government is basically struggling to meet its recurrent expenditure obligations and is resorting to adding another debt by floating another bond.
On the issue of the terror in Anambra state. It is clearly political and it is designed to make the state ungovernable for APGA and Soludo to guarantee loss of the state thereafter, this was something they wanted to use state of emergency before elections to remove Obiano and plant their man as administrator who would organize elections and rig for APC. Now it backfired so they are hiding under the toga of UGM to cause crisis in the state.

If your Buhari had removed subsidy completely in January we would not have had this problem. And you APC guys know this. Your leader had an opportunity to end this in January. He chickened out
